Enforcement Discretion on Rancho Seco Technical Specification 4.6.3.C.6 We have reviewed your request of March 9,1988, to delay conpletion of the TDI diesel generator load testing until March 20, 1988. We recognize that the basis for the original request, dated February 25, 1988, has not been changed. The original analysis you submitted indicated that Rancho Seco would not be placed in an unsafe condition with the approval of the request.

Again, there appears to be reasonab'e cause to support some delay of this test.

Based on the above, and after consultation with the Office of Nuclear Reactor Regulation, your request that the date for completion of the 24-hour surveillance runs be extended to March 20, 1988, is hereby denied. We do hereby agree to extend the enforcement discretion to expire no later than March 15, 1988.

All other conditions of our letter dated February 26, 1988, remain in effect.

If our understanding concerning your proposed action, as summarized above, is not correct, you should promptly notify this office in writing.
