1. OBJECTIVE

. 1.1 To provide a procedure for startup, shutdown, normal and casualty operations of the Reserve Station Service Transformer.

4. PLANT OPERATING REQUIREMENTS
4.1 The reserve station service transformer is the preferred source of 6.9 KV and 4.16 KV power during periods of plant startup, shutdown and when the main turbine generator is off load or whenever the normal station service transformer 15G-2S is not available.

6. PRECAUTIONS 6.1 Before racking out any low side breaker, check to make sure the breaker is open.

6.2 Do not close breakers locally without contacting Control Room Operator.

6.3 Check switchi,ng and tagging log to assure clearance of all tags on equipment to be energized.

6.5 Before. operating 15G-22SI-4 motor-operated disconnect be sure breakers 2253-2-2, 2253-3-2, 2252-25A-2, 2252-258-2 and 15G-2251-9 are open.

6.6 Before energizing any equipment following maintenance, a visual

inspection will be made to ensure that all portable grounds

! have~been removed, all bus compartment panels have been replaced,

' all' breakers on the equipment are open, all foreign objects from in and around the equipment are removed, all protective relay targets are reset, potential' transformer fuses are -

installed arid all compartment doors are closed.

6.8 For forced oil-cooled (FOA or F0W) transformers with all pumps l

or fans or both inoperative, the following operating conditions are assumed to occur infrequently and without undue damage to i

i the transformer:

1. Rated load may be maintained for approximately 1 (one) l hour following normal operation at nameplate rating at 30*C ambient.
2. Rated load may be carried for approximately 2 (two) hours if started with the windings and oil at 30*C ambient.
3. Rated voltage may be maintained for 6 (six) hours at no load, following continuous operation at nameplate rating at 30*C ambient with cooling equipment in operation.

7. PROCEDURE 7.1 Energizing reserve station service transformer 15G-225-

.- 7.1.1 Check open the following:

a. 15G-22S1 "
b. 22S2-25A-2 and 22S2-25B-2
c. 22S3-3-2 22S3-2-2, 22S3-24C-2, and 2253-24D-2 j

7.1.2 Close 15G-2251-4 from Unit #1 GETAC as directed by CONVEX, and verify visually that the disconnect is

' -' closed.

7.1.3 Close low side breakers as necessary.

7.2 Isolatint, reserve station service transformer 15G-22S NOTE: Refer to Technical Specifications 3/4.8.

7.2.1- Open or check open 6.9 KV breakers 2252-25A-2 and 22S2-25B-2 as per OP 2342.

7.2.2 Open or check open 4.16 KV breakers 2253-3-2, 22S3-2-2, 22S3-24C-2 and 22S3-24D-2 as per OP 2343.

7.2.3 Open 15G-22SI-4 from Unit #1 GETAC as directed by CONVEX.

7.3 Manual operation of 15G-22SI-4.

CAUTION: When opening or closing a 4160 or 6900V breaker locally, stand to the side of the compartment, extend only one arm across the front of it, and turn your face awity.

7.3.1 Open, rack down, and remove Kirk Keys from the.

following breakers:

Breaker Kirk Key 2252-25A-2 C3 4 2252-258-2 C4 22S3-2-2 C5 22S3-3-2 C6 7.3.2 At Bus 24G, place Kirk Keys C3, C4, C5 and C6 into transfer interlock and remove Kirk Key C7.

7.3.3 At 15G-22SI-4, insert Kirk Key C7 and operate 15G-2251-4 by hand.

NOTE: After 15G-22SI-4 has been operated, Kirk Key C7 may be removed and placed into i transfer interlock device so as Kirk Keys

  • C3, C4, C5 and C6 can be removed and their associated breakers racked up and operated. -
