Docket No. 50-289 Enclosed for the information of the Appeal Board and parties in the referenced proceeding are copies of:

(1) the NRC Region I Incident Response Supplement (supplemental incident response procedures for Region I);

(2) the TMI Program Office Supplement (supplemental incident response procedures site specific to THI); and (3) the NRC Headquarters Incident Response Supplement (supplemental incident response procedures for NRC Headquarters).

As to item (1), the NRC Region I Incident Response Supplement, the Appeal Board expressed concern, in an order issued on June 29, 1982, that a copy of the Supplement informally provided to the Appeal Board might be incomplete in that it lacks emergency response equipment lists. (Order, June 29,1982,p.2). The enclosed copies of the Region I Incident Response Supplement contain the Region I emergency response equipment inventory in Section III, subsection A.7 of the document. The Region I Incident Response Supplement being distributed today is complete with the exception of the following four procedures listed in Section III of the Supplement:

SP-A.4: Emergency Vehicle. This procedure is currently being written. It will formalize current Region I policy, which has been in effect for several years, on the use of the emergency vehicle and on emergency vehicle equipment (lights, siren, etc.) checks.

SP-A.5: Independent Measurements Van. This procedure is currently being written. It will formalize current Region I policy, which has been in effect for several years, on the use of the Independent Measurements Van.

SP-A.6: Emergency Communications. This procedure is being modified to conform with current format and to account for recent equipment changes. The equipment is currently being used in accordance with the operating manuals provided by the vendors.

SP-A.8: Radiation Dose Assessment. This procedure is being written in conjunction with the acquisition of various pieces of computer equipment. NRC-Headquarters can also provide this DESIGNATED ORIGINAL 8207150143 820713 /

information to the NRC Site Team in a timely manner, pending the completion of the writing of this procedure. Dose assessment calculations can currently be performed if necessary using the computer in the Independent Measurements Van.

Cognizant personnel from Region I indicate that they expect the above-listed procedures to be completed within the next two weeks.

Copies of these four procedures will be forwarded to the Appeal Board and the parties when they are complete.

As to item (2), the TMI Program Office Supplement, the Appeal Board expressed a concern in its June 29, 1982 Order, that a copy of this supplement informally provided to the Appeal Board might be incomplete as it did not contain maps and other site-specific material described by staff affiant Joseph Himes in an affidavit on NRC incident response (Order, June 29, 1982, fn. 1). The TMI Program Office Supplement distributed today bears the title " Event Response for NRC TMI Onsite -

Staff" and includes TMI site-area maps as well as other site specific materials in a section entitled " Emergency Planning Book Information."

This " Emergency Planning Book Information" section was not included in the supplement informally provided to the Appeal Board. For the convenience of the Appeal Board and parties and for ease in handling, the TMI Program Office Supplement is being provided today as a separate document although, in actuality, it is a TMI site-specific subpart to the NRC Region 1 Incident Response Supplement.

All personal telephone numbers, which appear on the originals of the enclosed documents, have been whited- or blacked-out on the copies forwarded herewith.
