Dear Mr. Denton:

This letter is submitted on behalf of Kansas Gas and Electric Company, Kansas City Power and Light Company and Union Electric Company to request the concurrence of the Nuclear Regulatory Commission to use the following ASME Section III Code Case on the referenced SNUPPS Projects:

Code Case N-71-9 Entitled " Additional Materials for Ccmponent Supports and Alternate Design Requirements for Bolted Joints.Section III, Revision 1 Sub-section NF Class 1, 2, 3, and MC Construction".

Although not currently listed in Regulatory Guides 1.84 and 1.85 as ar applicable code case revision, the subject ruling has been prepared and ,

issued to assian qualification group numbers for materials used for supports. '

NRC concurrence is requested for SNUPPS use of Code Case N-71-9 (1644-9).

Code essa hE-71 (1644-6 and 7) does not desipate P-number groups for the cforwoestioned esterials. A recent revision to the code case (N-71-9,1644-9) has assiped qualification group neebers for the materials allowed for use.

Reference 1 requests, the approval of Bechtel to use ASME Code Case N-71 rev. 9.

This code case allows materials, in addition to those listed in ASME Section III.

In revision 9, group number for the materials are listed. Bechtel finds this revision of the code case technically acceptable with the following comment:

1. This revision of the code case has not yet been accepted by NRC.

Bechtel recommends approval provided SNUPPS concurs and obtains en-dorsement from the NRC to use this revision of the code case for the SNUPPS Project.
