ULNRC-1227 dated 12-13-85 As requested at the Jun' 20, 1990 meeting between representativos of ABB/CE, UE, and NRC Staff members, the attachment provides a revised RCS flow measurement uncertainty calculation. This attachment supplements the setpoint studies submitted.in Attachment 6 of Reference 1 and contains proprietary Westinghouse calculational methodology.

The affidavit attached to Reference 2 requested the withholding of the Westinghouse setpoint methodology based on the following:

(i)- The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over other companics.

(ii) Its use by a competitor would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing a similar product.

This affidavit, executed by a duly authorized upper level management official of Westinghouse, the owner of the information, establishes a rational basis, with specificity, by which the information indicated as being proprietary should be withheld from public disclosure in order to protect trade secrets and Westinghouse's competitive position. confidence by Westinghouse, was submitted to NRC in confidence in Reference =2,.and is not publicly available.

Thistsetpoint methodology is being used in this submittal in'a similar manner as it was used in Reference 2. In accordance with the regulations, proprietary and non-proprietary versions of this calculation are attached.

In addition, as indicated in the: June 20 meeting' handouts regarding T-Hot comparisons before and after this modification at Salem. Units 1 and 2, Union  !

E2.cctric? plans to compare post-modification calorimetric

data against the most recent pre-modification calorimetric data to assess the effects on T-Hot at I Callaway. Tho resulting comparison will be made available to the NRC Staff following restart from Refuel 4.
