Dear Mr. Denton:

From infonnation presented at the January 25, 1980 ACRS Subcommittee meeting, it was learned that the NRC Staff has changed its plans regarding the ATWS issue. The Staff apparently will issue orders for modifications rather than use rulemaking procedures, may impose requirements more stringent than those recommended in NUREG-0460, and may not thoroughly review recent vendor submittals on the subject.

The SNUPPS Utilities believe that if these plans of the Staff are carried out, the best interests of public health and safety may not be served. By eliminating public and industry comment periods, independent reviews, and value-impact statements, the Staff could be taking unwarranted steps for a hasty resolution. In no case should the Staff proceed to impose require-ments before a thorough review of the mass of technical information supplied last year et the Staff's request.
