Dear Mr. Goodwin:

Pursuant to the enclosed Partial Initial Decision dated December 21, 1978, of the Commission's Atomic Safety and Licensing Board (ASLB),

we have issued the enclosed Amendment No. 35 to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant.

The amendment consists of changes to the license which modify by waiver those portions of Technical Specification 5.7.1 and the FSAR criteria referenced therein which are not complied with because of the design deficiencies in the Control Building shear walls originally identified in your letter and Licensee Event Report dated May 5, 1978.

The amendment is effective immediately and it is expected that it will remain in effect pending further Order of the Atomic Safety and Licensing Board with respect to the scope and timeliness of structural modifications to the Trojan Control Building.

Further, the amendment prohibits modifications which may reduce the strength of the existing shear walls without prior NRC approval, and requires that the facility be brought to cold shutdown following any earthquake greater than 0.08g peak ground acceleration. Finally, the amendment requires that corrective action with respect to the seismic qualification of certain piping in the Control / Auxiliary / Fuel Building complex be completed prior to the resumption of reactor operation.
