Dear Mr. Case:

As directed by the U. S. NRC Order for Modification of License, dated ,

May 26, 1978, we have attached for your review and approval the "proposed schedule of actions to be taken to bring the [ Trojan] Control Building  !

into substantial compliance with requirements and intended design margins" of the Technical Specifications. i In our opinion, this proposed schedule would accomplish the earliest  ;

completion of Control Building modifications which is technically I feasible. Under this schedule, modifications would be completed in January 1979. You uill note, of course, that the schedule assumes that construction activities begin almost immediately and that it is [

concerned solely with actual construction of the building modifications.

In particular, the enclosed schedule contains no allowance for any [

1egal proceedings and hearings which might be conducted before con- l struction begins.  ;

It is our present plan to submit a detailed description of the actions, i design changes and modifications, as well as supporting analyses on or  !

before September 1, 1978. We anticipate that by communicating fully  !

with members of your staff, we could receive NRC approval of the Report in mid-September. fie recognize that this may not afford sufficient time i for NRC staff review, and may require rescheduling. As we have indicated on the attached schedule, work on the Control Building structural support system would be. limited until such time as the staff has approved the Report and our proposed actions, and technical discussions with the NRC  !
