AFFIDAVIT OF E. W EDWARDS COALITION FOR SAFE POWER'S CONTENTION NO. 17 1.

My name is E. W.

Edwards.

I am employed by Bechtel Power Corporation (Bechtel) as Field Construction Manager in the San Francisco Power Division.

I have been employed in this position since 1977.

My professional qualifications are contained in an attachment to this affidavit.

This affidavit was prepared by me or under my supervision.

2.

I have been involved in the Trojan Plant modification work since May 1978.

My duties have included responsibility for construction planning, which has consisted of constructi-bility reviews of engineering design, conceptual development of construction methods, scheduling of work sequences and planning of construction activities with Portland General Electric Company (PGE) personnel.

The purpose of this affidavit is to address, in part, Coalition for Safe Power's Contention No. 17, which reads as follows:

Performance of modification work will hampet the ability of plant operators te respond to any emergency properly and thus poses an undue risk to the public health and safety.

This affidavit will describe the areas in which the modification work will be performed and the measures to be taken to minimize any potential interference with the ability of Plant operators to respond to an emergency.

The affidavit of Bart D.

Withers on this contention will show that pe r fo rmance of the modification work will not adversely af fect the ability of the Plant operators to respond to an eme gency.

Activities related to the taodification program will be pe r fo rmed in the following general areas of the Plant:

I.

Control Building a.

At el. 45' trom R line to N line between column lines 41 and 47 b.

At el. 61'/65' from R line to N line between column lines 41 and 47 c.

At el. 77' from R line to N line between column lines 41 and 47 d.

At el. 45' from R line to Z line between column lines 41 and 47 (but not within the west and east Eme rgency Diesel Generator Rooms) b.

At el. 93' from R line to Z line between column lines 41 and 47 III.

Auxiliary Building - at el. 45 ' adjacent to N line between column lines 41 and 46 Each portion of the work will take place primarily in a small area immediately adjacent to the wall to be modified or added within the above-listed general areas.

In the Turbine Building at el.

45', six of the steel plates to be attached to the R-line wall will be moved to the base of that wall at the end of the corridor to the railroad bay.

During such movement of each plate, access throug: that corridor to the railroad bay could be limited for appro>

tely fifteen minutes.

At no time, however, would personnel access be blocked.

The following items must be temporarily removed from the Turbine Building at el. 93' to provide room for rigging of the plates on the R line wall:

(a) the steel stairway to the Visitors' Gallery above the Control Room; and (b) the ladder with safety cage and a steel platform leading to the Turbine Building roof and crane cab.

An alternative access to the crane cab and roof will be provided by a temporary ladder.

With respect to all other tasks, including removal of concrete, adding of walls, installation of plates, storage of materials, etc., the only other potential interferences with access paths would consist of workers in aisles who could easily move aside and move any equipment and materials they may have with them.

9.

Work in the Control Room will be limited to that as-sociated with installation of bolts and plate washers on the N and R line walls.

The work will only involve a few workers in the Control Room at any one time.

They will be located well away from the Control Room control panels and, like all other construction workers, will be instructed to follow all orders of Plant operating personnel.

Similar activities will be performed in the Electrical Auxiliaries Room at el. 61'/65' in the Control Building under the same conditions.

10.

Modification work away from Plant buildings is limited to the relocation of the railroad spur, Delivery vehicles, temporary office and tool trailers, stored materials and other construction facilities will be placed such that access into BN-7 1086 04nc

Edwards Plant buildings will not be obstructed, 11.

Tools to accomplish the modification work will be se-lected with the minimum noise level consistent with performing the work.

Should it be determined by the Plant operators in the Control Room that excessive noise is being created, lighter weight tools or other means will be employed.

12.

I know of no other potential impacts of the modification work on the ability of operators to respond to an emergency.

Before being assigned to his present position, Mr. Edwards was Cost / Schedule Supervisor for the Pebble Springs Nuclear Plant.

Previously, he was Assistant Field Construction Manager at the Trojan Nuclear Power Plant.

This assignment was during preparation for initial operation of the plant.

As Project Superintendent he was fully in charge of the construction effort at the Gerald Andrus Steam Electric Station in Greenville, Miss.

Prior to this assignment Mr. Edwards was Field Superintendent at Unit 2 of the Baxter Wilsen Steam Electric Station, Vicksburg, Miss. and Montville Unit 6, Montville, Conn.

Mr. Eowards was Projec. Superintendent managing various contractors in construction of gas tur-bine facilities at the Missouri Avenue Station, Atlantic City, N.J.

As field engineer, electrical and senior field engineer, Mr. Edwards worked on Cocoa Unit 1 and Turkey Point Units 1 and 2 at Cocoa and Florida City, Florida respectively, i;ith a previous employer, Reynolds Electric and Engineering,

Mr. Edwards worked as a Field Engineer, electrical on the Titan I Missile bases, Rapid City, S.D.

and at the Nevada Test Site, Mercury, Nevada.
