Dear Sir:

In accordance with IE Bulletin 79-01, Item 4, and the telephone call of Mr. Erickson with C. M. Trammell of your staff on May 18, 1979, we are providing the follow up written report concerning the location of Valve MO 10010 below the post-LOCA Containment water level. Valve MO 10010 is the in-Containment isolation valve of the Train B hydrogen vent system (CS-9, FSAR Figure 6.2-48) which if required would be operated during the eighth-day post-LOCA (see FSAR Section 6.2.5.3.3).

The hydrogen vent system as described in FSAR Section 6.2.5 provides a baqkup means to control hydrogen if both fully redundant hydrogen recombiners failed to operate. This valve, if open, at the time of a LOCA initiation would close on a Containment isolation signal prior to being submerged.

Technical Specification 3.6.4.3, Limiting Condition for Operation, requires only one operable hydrogen vent system and its Action Statement with no hydrogen vent system operable requires restoration of at least one system to operable status within 30 days. The Plant is currently shutdown, in operational Mode 5, and not expected to be started up before 2274 357 790cesaag 7
