This responds to your letter of July 20, 1978, addressed to Cnmissioner .

Bradford, with regard to the non-confornance to specifications of the Control building at the Trojan fluclear Plant and the effect of shutdown of that facility on Oregon ratepayers. Because this natter is pendinq before an lip.C Atenic Safety and Licensing Coard whose rulings and decisions nay be subject to review by the Ccmissioners, including Comissioner Bradford, it would be inappropriate for him to respond to your letter.

Accordingly, your letter was referred to ne for response.

We are pleased to receive your expression of concern with regard to this natter. Uc would note that the essence of the statement attached to your letter of July 28 sas read into the record at a prehearing con-forence held on July 24 and 25, 1978 (Transcript pages 297-390). Conse-quently, the presiding Licensing Board is aware of the concerns you have expressed with regard to the effects of Trojtn shutdown. In this vein, the Licensing Coard and parties are proceeding as expediticusly as is possible to arrive at a resolution of the issue of inton in operation of '

the facility. Uo fully expect the diligent efforts exhibited thus far to continue until the natter of interin operation is resolved.
