Counsel and parties are reminded that all written testimony This Q. and A. format shall be filed in question and answer form.

makes it easier for the Board to consider and rule upon various objections to evidence.

It also serves to remind the witnesses that it is their own sworn testimony that they are preparing, not a script written by others or a partisan brief.

Expert witnesses planning to present opinion _ evidence should also be reminded by counsel before they testify that they are not advocates, and that they should retain their. professional objectivity during cross-examination by counsel or questioning by the Board.

Differing views by their colleagues or peers should be freely and voluntarily acknowledged, with appropriate explanations of the resolution of differences of opinion.

2-These suggestions are made in advance of hearing, and they are of general applicability to trial-type proceedings.

We do not intend to imply any previous departures from these principles, and no such inference should be made in this proceeding.
