Pursuant to notice duly published in the Federal Reaister, a prehear-ing conference as held in Portland, Oregon on March 29-30, 1979. This prehearing conference conccrned the issues involved in Phase II of this proceeding, wtiich involve ele question "whether the scope ard timeliness of the modificaticas required...to bnng the tacility into substantial compli-ance with the license are adequate from a safety stardpoint" (Order For

&dification of License dated May 26, 1978, 43 Fed. Res. 23768).

The Board heard frcxn the parties and counsel regarding the contentions filed by the Intervenors (Tr. 3008-3111). For the reasons stated in the course of the ccnference, the follcmrg action us taken regarding the contentions of Intervenor Eugene Rosolie, cro se and en behalf of Coalition Fcr Safe Pcwer (CFSP):

Mr. Rosolie and CFSP were directed to give fuller and core ccc:plete responses to interrogatories served upcn than by the Licensee (Tr. 3123-34),

such respcases to be filed by April 12, 1979. The Consolidated Intervenors, represented by Ms. Bell, were directed to fila responsive answers to Licensee's interrogatories by April 12, 1979.

The Staff pointed cut that certain Intervenors bave not participated in the,.roceedings, and have not filed written contentions by February 26, 1979, as ordered by the Board in its Order of. January 30, 1979, pursuant to the provisions of 10 CFR 52.714(b). Because of their failure to cmply with the orders of the Board and the Rules of Practice of the Cmmissicn, the following Intervenors are dismissed as parties to this proceeding:

Colunbia F_nviremental Council; and Stephen M. Willingham (Tr. 3137, 3197-3200).
