Dear Mr. Schwencer:

Trojan Nuclear Plant Docket 50-344 License NPF-1 Confirming our verbal notification to Resgion V on April 13,1978, and to NRR on April 14, 1978, we wish to inform you of the following non=

conformance at our Trojan Nuclear Plant. Bechtel Power Corporation, Architect-Engineer for our Trojan Nuclear Plant, has informed us of a non-conformance with the design criteria stated in our Safety Analysis Report.

From an investigation of the walls in the Control Building of the Trojan Nuclear Plant, Bechtel has determined that the structure does not fully meet the Seismic Criteria of the Safety Analysis Report. However, their re-analysis confirms that the Control Building will maintain its structural integrity and the plant will retain its functional capability under design loads, and that there will be no reduction in equipment reliability in the unlikely event that a design earthquake is experienced. Hence, a safety issue is not presented.
