2 206 PETITION REGARDING TROJAN We have reviewed the 2.206 petition from the Coalition for Safe Power with respect to fire protection issues raised by this petition. We find that this petition does not contain any information which indicates the need for inmediate action at the Trojan plant, beyond any actions that may result from the Commission's final determination in the UCS proceeding.

The Coalition for Safe Power petition alleges that the staff has allowed the implementation schedule for the installation of the alternate shutdown capability for Trojan to slide. A similar question was raised by the Oregon Department of Energy in its letter of March 1,1979 to H. Denton, NRR. This question was addressed in a letter to the Oregon Department of Energy from V. Stello dated June 11, 1979:

"At the time of the Fire Protection SER issuance (March 9,1978) the Trojan operating license was amended to require the implementation of the alternate shutdown capability during the refueling outage prior to return to power for Cycle 3 operation.

It was estimated at that time that return to power for Cycle 3 operation would be about June 1979.

Due to unanticipated outages at Trojan, the actual refueling outage will be later than Jure 1979. This refueling outage is presently scheduled for Spring 1980.

The modifications for alternate shutdown capability will be implemented at that time."

The extension to the calendar time of the actual refueling outage does not increase the actual unit at-power operating time prior to completion of the modifi cati ons.

Other issues raised in the Coalition for Safe Power petition are the same as or closely related to those raised by the UCS in its petitions of November 1977 and May 1978. The staff's response to the UCS petitions as well as the
