Dear Mr. Goodwin:

Pursuant to the enclosed Initial Decision dated July 11, 1980 of the Commission's Atomic Safety and Licensing Boa'rd, we have issued the enclosed Amendment No. 47 to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant. The amendment is effective imediately, and consists of license conditions and Technical Specification changes related to the Control Building modification.

The amendment authorizes modifications to the Control Building to sub-stantially restorc the originally intended seismic design margins and requires that the modification program be completed by not later than 12 months from the date of this amendment.

In addition, the amendment adds 22 license conditions related to the conduct of the modification program, and two new Technical Specifications applicable to the modified Control-Auxiliary-Fuel Building Complex.

The Technical Specifications add operability and surveillance requirements for the new through-wall bolts used to tie reinforced concrete and the steel plate to the Control Building west and east walls, and add restrictions on any future modifi-cations which may be made to the Control-Auxiliary-Fuel Building Complex.

You should note that the NRC Staff has filed with the presiding Atomic Safety and Licensing Board a motion for clarification as to license con-dition 2.C.12* (and Technical Specification 5.7.2.1 which references license condition 2.C.12) with regard to additional supplemental documentation, beyond that referenced in ccndition 2.C.12, describing the modification work and your commitments os to such work and maintenance of the Control-Auxiliary-Fuel Building Cumplex, once modified.

License condition 2.C.12 and Technical Specification 5.7.2.1 may, of' course, be subject to future modification dependino upon the Licensing Board's action on the Staff's motion for clarification and the results of any subsequent appeal found to be necessary by the Staff.
