Gentlemen:

l In Reference 1 and in previous meetings with the NRC, PSC presented its plan to review the Fort St. Vrain (FSV) inservice inspection and testing program defined in the FSV Technical Specification Surveillance Requirements, to detennine if these requirements should be modified considering plant operating experience or the additional requirements of the Proposed Section XI, Division 2 ASME Boiler and Pressure Vessel Code for commercial size HTGR designs. Review comments concerning this plan were provided by the NRC in Reference 2 and were discussed at a meeting between the NRC and PSC on November 1,1979.

At this meeting, PSC agreed to proceed with development of proposed modifi-cations to the FSV Surveillance requirements and to provide the NRC with a develop-ment schedule by December 1,1979. For purposes of this review effort, PSC has categorized plant systems as shown in enclosure (1) to identify the priority for modification of the surveillance requirements.

PSC is proceeding with the review and development of modified surveillance requirements for those systems or subsystem identified as Category I. Category I includes those topics identified by the NRC and PSC as having priority for early review. As requested by the NRC in Reference 2, PSC will submit proposed require-ments for each system or subsystem as they are developed and will include 1n its submittals reference to the related sections of the proposed ASME code and explana-tions for any differences in the proposed requirements. There are uncertainties in the review process which make it difficult to estimate completion dates for the remaining categories at this time. PSC will provide the NRC with an estimated completion date for Category II systems when the review process for Category I systems is substantially complete. Similarly, as the review process proceeds, PSC will also be able to better estimate the implementation dates for new inspection or test requirements and will so infona the NRC.

At the meeting previously referred to, other issues associated with the development of review surveillance requirements were highlighted, based on the NRC review comments (e.g., extent of NDE requirements, philosophy, etc.). Al-though some of these issues require further review and discussion to resolve, it was agreed that PSC should proceed with its program as previously outlined and that such resolution would be obtained as the review of specific proposals is accomplished, to which these issues are applicable.
