I am employed by Bechtel Power Corporation (Bechtel) ;a Field Construction Manager in the San Francisco Pcwer Division.

I have been employed in this position since 1977.

My professional qualifications are contained in an attachment to this affidavit.

This affidavit was prepared by me or under

.y supervision.

I have been involved in the Trojan Plant modification work since May 1978.

My duties have ilicluded responsibility for construction planning, which has consisted of constructi-bility reviews of engineering design, conceptual development of construct.Jn methods, scheduling of work sequences and planning of construction activities with Portland General Electric Company (PGE) personnel.

The purpose of this affidavit is to address, in part, Contention No. 3 of the Coalition for Safe Power which reads as follows:

Plant Staff review of proposed modifications is inadequate to assure no violations of Technical Specifications will occur.

4. This affidavit will describe generally the purpose of work plans which will be prepared by Bechtel for each portion of the modification work prior to proceeding with that activity.

Each work plan will be subject to review by PGE as described in the affidavit of Bart D. Withers on this contention.

5. The purpose of. a work plan is to provide detailed in-structions and guidance for the performance of specifi; con-struction tasks.

All aspects of the modification program will be performed in accordance with written instructions and procedures.

These written instructions and procedures will take the form of work plans which can include design drawings and specifications, as well as supplier documents and applicable codes and standards or references thereto.

The work plans, in addition to providing guidance for carrying our specific work tasks, will set forth specific precautions and limitations on the manner in which the work is to be performed to ensure that the work is done in a sc.fe manner and in compliance with the Technical Specifications of the NRC Operating License and the Plant's administrative controls.

6. The work plans will be prepared by Bechtel based on the design drawings of the Plant and the engineering drawings for the modification work, as well as site visits.

They will then be reviewed by Bechtel's Project Construction Quality Control Engineer before being sent to PGE.

Finally, as described in the affidavit of Mr. Withers, the work plans will be reviewed and approved by PGE to assure compliance with Technical Speci-fications and Plant administrative controls.

7.

The development and review of the work plans by Bechtel and PGE are not part of the detailed design and licensing process for the modification work.

Rather, they are step, to be taken subsequent to completion of those processes ar part of implementation of the modification work in accordance with any limitations imposed by the design and licensing processes.

The work plans must also take into account the current operating status of the Plant.

Consequently, work plans can not be final-ized until shortly before the work is to be performed.

Before being assigned to his present position, Mr. Edwards was Cost / Schedule Supervisor for the Pebble Springs Nuclear Plant.

Previously, he was Assistant Fiela Construction Manager at the Trojan Nuclear Pcwer Plant.

This assignment was during preparation for initial operation of the plant.

As Project Superintendent he was fully in charge of the construction effort at the Gerald Andrus Steam Electric Station in Greenville, Miss.

Prior to this assignment Mr. Edwards was Field Superintendent at Unit 2 of the Baxter Wilson Steam Electric Station, Vicksburg, Miss. and Montville Unit 6, Montville, Conn.

Edwards EXPERIENCE (Concluded)

Mr. Edwards was Project Superintendent managing various contractors in construction of gas tur-bine facilities at the Missouri Avenue Station, Atlantic City, N.J.

As field enaineer, electrical and senior field engineer, Mr. Edwards worked on Cocoa Unit 1 and Turkey Poin; Units 1 and 2 at Cocoa and Florida City, Flori3a respectively.

With a previous employer, Feynolds Electric and Engineering, Mr. Edwards worked as a Field Engineer, electrical on the Titan I Missile bases, Rapid City, S.D.

and at the Nevada Test Site, Mercury, Nevada.
