Re: Turkey Point. Units 3 and 4 Docket Nos. 50-250 and 50-251 CCW Containment Isolation Function On June 18, 1987, in a letter from Mr. W. J. Johnson to Carl Berlinger, Westinghouse Electric Corporation notified the NRC of a reportable item pursuant. to 10 CFR Part 21 associated with a previously recommended modification to the component "cooling water system (CCWS). In a letter to Mr. R. C.

DeYoung dated July 13, 1984, Westinghouse had reported a potential overpressure condition in the CCWS designed by Westinghouse. Each affected utility was notified by letter of this potential overpressure condition and recommendations were made for plant modifications.

As part of our review of the 1984 Westinghouse letter, FPL performed an analysis which demonstrated that the piping stress levels resulting from the postulated overpressurization event would not exceed stress allowables and concluded the CCWS would be capable of performing its safety function during this transient. While a change package had been prepared to alter the CCW surge tank vent design, this design change was stopped based on information provided by our Design Basis effort regarding the possible containment 'solation function of the CCW surge tank vent valve. Westinghouse's 1987 notification was received subsequently. Additional evaluations of this issue are in progress as part of our Design Basis effort.

The actions described above were discussed with Mr. R. Anand of your staff on February 17, 1988. This letter is sent as a formal follow-up to our February 1988 discussion.
