Combustion Engineering has notified DuBose Steel, Inc. that material they supplied to us was not properly supplied. This material was from a vendor who had not been audited, and the required NCA3800 chemical check .was, not performed.
Combustion has said that this material was purchased from vendors which have QSC Certificates but the NCA3800 QA program was not imposed on the PO to the vendor, and CE,.only performed random over checks on the material. Attached is 'a'opy of the notification provided by CE.

Internal Q.A. Audit Finding
Dear Jim:
During a random Q.A. Audit of past starter hollow purchase practices it was found that the vendors were not audited, per NCA-3800 but all held ASME QSC stamps. However, the QSC number and date was not noted on the CMTR's, and the P.O. issued by C-E only referenced ASTM specifications instead of ASME.
Our investigation showed that all starter materials were manufactured under a Q.A. system that had traceability to the melt, and that no weld repairs were made at anytime.
This is strictly a documentation error and does not adversely affect the quality or useability of C-E's end product.
