Hays, CHARGE Details of Conference: The conference involved the official notification to Region 11 Management of a substantial safety hazard under the provisions of 10 CFR Part 21 of a condition where the potential existed, prior to November 1985, for exceeding the FSAR limits for emergency diesel generator (EDG) loading. The 10 CFR Part 21 evaluation concluded that during a design basis event, EDG loadings could have reached levels that could trip the EDG and prevent if from performing its intended function.

Cause: An evaluation _of EDG loading discovered that certain EDG non-safety loads, not accounted for in the original EDG loading eva_luation, had the potential for over-loading an EDG above FSAR limits,

without operator knowledge.

xs Corrective Action:

1. As an interim measure, a justification for continued operation (JCO) was written, with administra-tive controls that were put in place to reduce EDG loading to below FSAR requirements.
2. Evaluations have been completed by Engineering to justify continued operation of Unit 3 with Unit 4, at cold shutdown.
3. An evaluation has been completed for coperation of both Unit 3 and Unit 4, based on additional plant modificatons, administrative controls and operator training, to reduce EDG fS loading to below FSAR requirements. These actions will be completed prior to restart of t
