2 DOCKET NO. 50-389 ENGINEERING VERIFICATION PROGRAM TASK FORCE INDEPENDENCE INTERIM REPORT Copies of your August 17, 1982 letter, "St Lucie Unit No.
2 Engineering Verification Program (EVP)," addressed to Mr Robert E Uhrig, Vice President of Florida Power
& Light Company, have been forwarded to the Ebasco and Combustion Engineering Task Force Managers.
This letter is in response to the second paragraph of your letter which requested an interim report of how the activities of the Task Force conducted to date have preserved the independence of the program.
1.
The Ebasco and C-E Task Force members had no participation in the random selection by FPL of the items to be verified.
2.
The Ebasco and C-E Task Force members performing the engineering verification have been screened by the respective Task Force managers to ensure no prior involvement in the design, installation or start-up testing of the items being verified.
Resumes of Task Force members are on file and will remain as part of the program documentation.
3.
The existing design is not available to the Task Force during preparation of the independent design.
Review Committee's approval will be required as a prerequisite to receipt of the existing design for comparison.
4.
The Ebasco and C-E Task Force members are located in special Task Force working areas physically separated from the respective St Lucie Project Teams.

Office of Nuclear Reactor Regulation August.31, 1982 a.
The Ebasco Task.Force is located on.the 15th. floor of the Company's New York office.,
The. Pxoject Team is located on the 80th floor.
b.
The C-E Task Force is located in three inter-connected office trailers adjacent to Building No, 24 at the Company's Windsor office.
The Project Team is located in Building No.
4 approximately 1/4 mile away.
c.
When Task Force members are temporarily relocated to the plant site for-the field installation verification or start-up operation'erification
- phases, appropriate arrangements will be made to maintain Task Force inde-pendence.
5.
Ebasco and C-.E Task Force members are required to perform all home office verification work in the respective special Task Force working areas.
This requirement covers those working on the program on a part-time basis as well as those working on a full-time basis.
6.
Ebasco and C-E Task Force engineers are not permitted to communicate directly with the FPL, Ebasco or C-E.Project teams or with FPL Plant Operations on any. matters concerning the verification program.
The respective Task Force managers are consulted when it is felt there is a need to communicate, e.g.
questions to be answered, requests for. information/data,
- etc, and they determine the action to be taken.
Such communications are processed through the FPL, EVP Task Force Manager (who is functioning as the program coordinator) by the respective Task Force managers.
7.
Outoging correspondence is controlled and signed by the respective Task Force managers.
Incoming EVP-related correspondence is addressed to the -respective Task Force managers.
8.
Documents received or generated by the Ebasco and C-E Task Forces axe controlled by means of special"filing systems established by the respective Task Force managers.
Security measures include utilization of checkout cards, locked files, Authorized Access Personnel Lists for file access, and file custodian.
We have been advised by the FPL EVP Task Force Manager, Mr D L Christian, that the meeting suggested in the third paragraph of your letter has been scheduled for September 14,"in Bethesda.
