'EBASCO TASK FORCE STATUS

SUMMARY

FOR TWO-WEEK PERIOD NOVEMBER 22 DECEMBER 4,1982

l. During the holiday-shortened three-day work week (Nov 22 through nov 24) the following activities were in progress:
a. Started the electrical and IGC independent vs existing design comparisons for the interface with C-E Task Force re expansion of component boundaries for the HPSI Pump (Item 1) and SIT Isolation Valve (Item 2).
b. Completed preparing lists of documents required for field installation verification and start-up operation verification phases. Transmitted requests to Project Team.
c. Prepared comparison sheet forms to be used during the Site verification phases.
2. Site verification work started November 29 with the arrival at St.Lucie jobsite of ETF manager and four engineers. The remaining three ETF engineers involved in the site verification phases reported on November 30.
3. The following activities took place during the six-day period in Florida starting November 29:
a. Completed electrical and IGC independent vs existing design comparisons for interface items 1 and 2.and provided copies to the C-.E Task Force.
b. Obtained documents required to perform the field installation verification and start-up operation verification activities for items 3-8 plus C-E interface items 1 and 2.
c. Verified the field installations and prepared comparison sheets for record purposes. It was found that installation work in varying degrees remained to be completed for:

.Item 4 - Hydrogen Recombiner

.Item 6 Tornado Missile Shield Door

.Item 8 HEPA Filter for ECCS Area Ventilation System A total of nine UIRs resulted from this phase of the engineering verification program.

d. Verified the start-up testing operations completed to date and prepared comparison sheets for record purposes. Testing was noted to be incomplete for:

.Item 3 Cntrl Rm Emergency Cleanup System Valve

.Item 4 Hydrogen Recombiner

.Item 5 Area Radiation Monitor

.Item 8 HEPA Filter Two UIRs resulted from this phase of the program.

e. At the December 2 Review Committee Meeting, eight additional UIRs generated by the ETF during the design review phase of the program were presented to the Committee for resolution. Six of these UIRs resulted from the electrical and I6C design interface with C-E Task Force for items 1 and 2. All previous UIRs which were still open were also addressed.

4. Following is overall status of the'56 UIRs prepared by the ETF during the three phases of the engineering verification 'program:
a. Total No. of UIRs

. Phase 1 45

. Phase 2 9-

. Phase 3 2 Total 56

b. UIRs addressed b Review Committee

. Phase 1 (Nov 17-18; Dec 2-3) 45

. Phase 2 0 Phase 3 0

'I Total 45 UIRs closed out (as of'Dec 4)

Phase,l 35

. Phase 2 0=

. Phase 3 0 Total 35

d. UIRs still o en (as of Dec 4)

Phase 1 10

. Phase 2 9

. Phase 3 2 Total 21

5. Concentrated efforts to close out all open UIRs as quickly as possible will be continued during the week of December 6.

SUMMARY

C-E TASK FORCE NOVEMBER 29 DECEMBER 3 (INCLUDES PREVIOUS WEEK'S STATUS)

l. On-Site verification checklists were completed during the in preparation for the performance of installation and start-up phases.

previous'eek

2. Independent on-site verification of the field installation of EVP Items 1 and 2 (HPSI Pump and SIT Isolation Valve) was completed during this safety related deficiencies were found during our investigation. The report'eriod.

No Review Committee was notified of a single maintainability-related discrepancy.

3. Thr reactor containment was inaccessible until December 2 because of integrated leak rate baseline testing in progress. However, investigative work, during this period focused on Item 1 (located in the Auxiliary Building) and upon Task Force review of site documentation.

4.. Operational testing verification work was completed by December 3. All documents requested were made available by the St. Lucie Site Construction and Start-up Groups. Copies of hydraulic test data which were acquired on site were returned to C-E Windsor and will be evaluated and =compared with design requirements developed earlier in the program.

5. Program status and differences identified to date were discussed at Review Committee meetings held on December 2 and 3. Most of the design differences previously reported and held open from earlier Review Committee meetings have been successfully resolved at this point, but Project Team response is required on 2 differential. items related to the SIT Isolation Valve and one item related to the HPSI'ump.
