FITZPATRICK NUCLEAR POWER PLANT LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc., held a telephone conference call on January 11, 2008, to discuss a concern regarding a cross-connect for the 115kV AC power supply sources and license renewal scoping for the James A. FitzPatrick Nuclear Power Plants license renewal application. provides a listing of the participants, and Enclosure 2 contains a brief description of the conference call.

JAMES A. FITZPATRICK NUCLEAR POWER PLANT LICENSE RENEWAL APPLICATION (Brief description of the conference call)
The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc. (Entergy), held a telephone conference call on January 11, 2008, to discuss a concern regarding the scoping of the station black-out (SBO) recovery paths, specifically, the offsite 115kV AC power supply sources, concerning the James A. FitzPatrick Nuclear Power Plants (JAFNPP) license renewal application (LRA).
Discussion: During the teleconference call, the staff requested the applicant to discuss the offsite 115kV AC power supply sources in regards to the scoping of the SBO recovery paths.
The NRC staff specifically asked if the disconnect switch 10017 is within the JAFNPP license renewal scoping.
The applicant indicated that based on the scoping and screening method used by Entergy, as described in the JAFNPP LRA, Section 2.5, the SBO recovery path would include in the review everything from the identified switchyard breakers (10022 and 10012) to the identified reserve transformers (T2 and T3) unless they are specifically stated as screened out.
The applicant stated that it understood the staffs specific question as to whether (1) the South 115kV bus and North 115kV bus cross-connect and (2) the normally closed electrically operated disconnect switch (10017) were included in the scope. The applicant stated that the cross-connect, which is part of the switchyard bus, and the electrically operated disconnect switch, both of which are located between the switchyard breakers 10022 and 10012 and the transformers T2 and T3, are in the scope of the JAFNPP license renewal. The applicant reiterated, during the conference phone call, that LRA Table 2.5-1 states that switchyard bus is subject to aging management review; and LRA Table 3.6.2-1 includes the commodity type Switchyard bus (switchyard bus for SBO), connections. And as such, no changes are required for the JAFNPP LRA Sections 2.5, 3.6 or Appendix B.
