SUMMARY
OF APRIL 10, 2017, PUBLIC MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC. REGARDING UPCOMING LICENSE AMENDMENT REQUEST TO ADD SETPOINT VERIFICATION REQUIREMENT TO TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENT (EPID: L-2018-LRM-0022)
On April 10, 2018, a Category 1 public teleconference meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Entergy Nuclear Operations, Inc. (the licensee). The purpose of the meeting was to discuss an upcoming license amendment request (LAR) to add a setpoint verification requirement to technical specification (TS) surveillance requirement (SR) 3.3.5.2a.
The licensee's presentation is available at ADAMS Accession No. ML18107A334.
The licensee stated that the existing TS SR is non-conservative and that the proposed LAR would resolve the issue. Specifically, the current TS SR include verifications of voltage setpoint and built-in time delay of the second-level undervoltage (degraded) relay that starts the associated emergency diesel generator, but does not include verification of the setpoint for the separate time delay relay that prevents inadvertent shedding of bus loads. The licensee discussed the function and settings of the separate time delay relay which would be included in the proposed revised TS SR to show the setpoints. The licensee stated that the proposed LAR would include a summary of calculations that would support the new time delay settings.
The NRG staff asked clarification questions regarding the amount of detail to be provided in the calculations. The licensee stated the summary of calculations would include the voltage variations on the safety-related 2400 volt buses and how the voltages during sequencing of safety-related loads would recover above the degraded voltage relay setpoint, and the details of relay accuracy/tolerances, etc. In addition, the NRC staff noted that any differences in the calculated setpoints and the proposed TS SR setpoints should be discussed in the proposed LAR.
The licensee expects to submit the LAR by the end of April 2018.
No regulatory decisions or commitments were made during the meeting. There were not any members of the public participating in the teleconference meeting and no public meeting feedback forms were received.
