SUMMARY

OF OCTOBER 2, 2024, PRE-SUBMITTAL PUBLIC MEETING WITH CONSTELLATION FITZPATRICK, LLC TO DISCUSS FUTURE AMENDMENT ON MAIN STEAM LINE RADIATION MONITOR HIGH RADIATION SYSTEM ISOLATIONS (EPID L-2024-LRM-0110)

On October 2, 2024, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and represen tatives of Constellation FitzPatrick, LLC (FitzPatrick or the licensee). The purpose of the meeting was to discuss the future license amendment to remove the main steam line radiat ion monitor trip and isolation functions. The meeting notice and agenda, dated September 18, 2024, are available in the Agencywide Documents Access and Management System at Accession No. ML24262A098. A list of attendees is enclosed.

The licensee presented information from the slides contained in ML24270A004 to provide overview of the proposed changes and justifications for eliminating Main Steam Line Radiation Monitor high radiation trip and isolation function.

During the presentation, the NRC staff and FitzPatrick representatives discussed the following:

The NRC staff asked whether any operator actions would be impacted by this amendment and the licensee responded that no operator actions would be required since the Control Rod Drop Accident (CRDA) analysis does not credit any operator actions.

The proposed amendment would eliminate high radiation trip and the NRC staff asked whether any other Final Safety Analysis Report (FSAR) Chapter 15 events would credit this high radiation trip. The licensee stated that there are no other FSAR Chapter 15 events that would credit the high radiation steam line trip. The NRC staff recommended to include this statement regarding FSAR Chapter 15 events in the amendment.

The NRC staff asked to confirm the radiation detectors will not be removed as a result of this amendment and the licensee stated that the radiation detectors will not be removed and they will be alarmed in case of high radiation from the steam line, which can be monitored in the control room. The NRC sta ff also asked the CRDA analysis only credit the main steam line isolation valve and the licensee stated that the CRDA analysis was revised to ensure no credit was taken for the steam line drain valves and condenser air removal pump. However, the licensee stated the analysis was updated for recirculation loop sample line valve due to a new leak path, which resulted in a small increase in dose

well within a less than minimal increase outlined in Title 10 of the Code of Federal Regulations (10 CFR) section 50.59.

The NRC staff asked to confirm that the amendment will not include the details of dose analysis performed under 10 CFR 50.59 and the lic ensee confirmed that CRDA analysis will not be included in the amendment for the NRCs review and approval.

There were no comments from members of the public. No public meeting feedback forms were received.
