SUBJECT:
SUMMARY
OF SEPTEMBER 25, 2023, WITH CONSTELLATION ENERGY GENERATION, LLC ON PROPOSED CHANGES TO EMERGENCY PLANS (EPID L-2023-LRM-0064)
On September 25, 2023, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (CEG, the licensee) via teleconference. The purpose of this meeting was to discuss CEGs plans to submit license amendment requests (LARs) to revise the emergency plans for James A. FitzPatrick Nuclear Power Plant and Nine Mile Point Nuclear Station, Units 1 and 2 (collectively, the CEG facilities). The meeting notice and agenda dated September 11, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23264A035, and CEGs meeting handout is available at ML23262B260. A list of attendees is enclosed.
The licensee presented information regarding the schedule and contents of the upcoming LARs to revise the emergency plans for the CEG facilities. The licensee stated that the emergency plans would be modified with the following changes:
- 1. Reduce the number of meteorological towers at the sites from three to one.
- 2. Remove the emergency thermoluminescent dosimeter (TLD) program from the emergency plans.
- 3. Remove specific details regarding TLD and environmental sample station numbers and locations and reference the Offsite Dose Calculation Manual for specific details.
CEG indicated that it plans to submit the LARs requests in December 2023. The NRC staff indicated that it would be helpful for the review if the license provided details on precedent requests or facilities that have similar emergency plans.
The NRC staff appreciated that the licensee held the meeting early in the development process so that any staff comments could be considered in the application.
