OF SEPTEMBER 5, 2017, TELECONFERENCE WITH EXELON GENERATION CO., LLC TO DISCUSS POTENTIAL LICENSE AMENDMENT REQUEST RE: TECHNICAL SPECIFICATIONS TASK FORCE TRAVELER-542, REVISION 2, FOR JAMES A. FITZPATRICK NUCLEAR POWER PLANT (CAC NO. MG0158)

Dear Mr. Hanson:

On September 5, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Co., LLC (Exelon or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the call was to discuss draft pre-submittal information for a proposed license amendment request (LAR) to adopt Technical Specifications Task Force (TSTF)

Traveler TSTF-542, Revision 2, "Reactor Pressure Vessel Water Inventory Control" (Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16074A448), for James A. FitzPatrick Nuclear Power Plant (FitzPatrick). The draft information consisted of proposed variations from the TSTF-542 recommended changes and the proposed markups for the technical specifications (TSs). The discussion was expected to streamline the application review process to minimize requests for additional information. The meeting notice and agenda, dated August 21, 2017, are available in ADAMS at Accession No. ML17242A071. A list of attendees is enclosed.

The NRC staff and the licensee discussed the licensee's proposed variations from the TSTF-542 recommended changes to the TSs and the proposed markups (ADAMS Accession Nos. ML17261A740 and ML17261A743, respectively). The Exelon staff stated that these variations would not affect the applicability of TSTF-542 or the NRC staff's model safety evaluation because FitzPatrick is an Improved Standard Technical Specifications (ISTS) plant; therefore, the FitzPatrick TSs very closely mirror the NRC guidance found in NUREG 1433, Revision 4.0, "Standard Technical Specifications - General Electric BWR/4 Plants" (ADAMS Accession No. ML12104A192). Exelon noted that FitzPatrick has implemented the surveillance frequency control program but does not have a setpoint control program and will implement BWR/4, Version A, of TSTF-542, Revision 2. The Exelon staff stated its intent to submit an LAR to adopt TSTF-542 by September 20, 2017, to support implementation prior to the fall 2018 refueling outage.

The NRC staff recommended that the proposed variations should be categorized into administrative changes and technical variations from TSTF-542 for clarity. The NRC staff recommended that Exelon conduct a detailed review to ensure a high quality submittal of the TS

B. Hanson changes in the licensee's upcoming LAR, since many of the questions the NRC staff has generated during reviews of this TSTF-542 for other plants are related to the quality of the submittals. Exelon stated that the final submittal would be more organized, categorized for clarity, and likely would include additional variations and modifications. The NRC staff suggested that Exelon look at the requests for additional information (RAls) issued for other plants' TSTF-542 LARs, and specifically, for Peach Bottom Atomic Power Station, to try to minimize RAls on the docketed LAR submittal.

Mr. Leonard Sueper, representing Xcel Energy, attended the meeting by telephone as a member of the public. Mr. Sueper did not make any comments or statements. No public meeting feedback form was received.
