OF JUNE 15, 2021, MEETING WITH EXELON GENERATION COMPANY, LLC RELATED TO A PLANNED REQUEST FOR AN ALTERNATIVE RELATED TO REACTOR PRESSURE VESSEL NOZZLE REPAIR (EPID L-2021-LRM-0056)

On June 15, 2021, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was for Exelon to discuss a planned request for a proposed alternative to certain requirements in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.55a, Codes and standards, related to reactor pressure vessel (RPV) nozzle repair. The meeting notice and agenda, dated June 4, 2021, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21155A066. The licensees presentation is available in ADAMS at Accession No. ML21162A332. A list of attendees is provided as Enclosure 1.

The licensee discussed that the purpose of the planned request is to provide a repair technique for RPV instrument nozzles in the Exelon boiling-water reactor (BWR) fleet to be used as a contingency if an indication is detected during future inspections. The repair would leave the indication in place and would be valid for the duration of the operating cycle. The licensee plans to provide a one-cycle justification to support this request, with subsequent operating cycles requiring additional evaluation. The request would be submitted pursuant to 10 CFR 50.55a(z)(2) and would be similar to previously approved half-nozzle repairs for Limerick Generating Station, Unit 2 (ADAMS Accession No. ML19009A002), and Peach Bottom Atomic Power Station, Unit 2 (ADAMS Accession No. ML21110A680).

The staff queried the licensee regarding the details to be included in the planned submittal. The licensee responded that they plan to include a table of all applicable material; however, do not plan to include specific nozzle locations. The staff noted that the submittal should include clear scoping of the population of nozzles for which the request applies and should contain sufficient specific unit information for the staff evaluation. The staff further queried the licensee as to whether all nozzles included in the request are similar, to which the licensee stated that all contain j-groove welds with slight differences in nozzle diameter. The licensee also stated that the submittal will contain the current American Society of Mechanical Engineers code editions specific to each unit. Additionally, the licensee discussed a proposed commitment to provide to the staff unit specific analyses after the repair is complete, such as a flaw analytical evaluation and a corrosion evaluation.

The staff also queried the licensee regarding the planned hardship without a compensating increase in quality and safety discussion, pursuant to 10 CFR 50.55a(z)(2). The licensee confirmed that the submittal will include a justification that addresses all units. The licensee indicated potential submission of the request for fall 2021; however, the licensee stated the timeline had not yet been finalized.

Members of the public were in attendance and no questions were received. No regulatory decisions were made during this meeting.
