SUMMARY
OF SEPTEMBER 18, 2023, WITH CONSTELLATION ENERGY GENERATION, LLC ON PLANNED REQUESTS FOR ALTERNATIVES FOR CERTAIN STEAM GENERATOR WELD INSPECTIONS (EPID L-2023-LRM-0062)
On September 18, 2023, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (CEG, the licensee) via webinar. The purpose of this meeting was to discuss CEGs plans to submit a request for alternatives for certain steam generator weld inspections for Braidwood Station, Units 1 and 2 (Braidwood); Byron Station, Unit Nos. 1 and 2 (Byron); Calvert Cliffs Nuclear Power Plant, Units 1 and 2; and R. E. Ginna Nuclear Power Plant (collectively, the CEG facilities). The meeting notice and agenda dated August 22, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23256A258, and CEGs meeting handout is available at ML23255A104. Additionally, two NRC products referenced in the handouts are locates at ML23114A034 and ML23158A180. A list of attendees is enclosed.
The licensee presented information regarding the schedule and contents of the upcoming alternatives plans for the CEG facilities. The licensee stated that to satisfy the American Society of Mechanical Engineers (ASME) Code,Section XI, requirements applicable to the components covered by the proposed alternative, the CEG facilities would be required to perform a combined 67 examinations each inspection interval. The licensee also provided a table to identify the number of required examinations by unit, Examination Category, and the Item Number, and a graphical representation of the performance monitoring plan. In the proposed alternative, the license would be seeking to reduce the number of examinations required in future inspection intervals. CEG currently plans to submit the alternative requests in Fall 2023.
The NRC staff provided feedback on the following topics:
Interval Completion Status: The NRC staff appreciated the information provided regarding the current interval period and suggested that it would be helpful if similar information was provided for the next interval periods.
Pressurizer Shell Weld Inspections: The NRC staff recommended that CEG ensure that the information provided for Byron and Braidwood was consistent with the example for pressurizer shell welds provided on slides 20 and 21 of the April 27, 2023, presentation (ML23114A034).
The NRC staff appreciated that the licensee held the meeting sufficiently early in the development process so that any staff comment could be considered in the application.
