OF JUNE 5, 2018, TELECONFERENCE WITH EXELON GENERATION COMPANY, LLC TO DISCUSS EMERGENCY PLAN CHANGES AT JAMES A. FITZPATRICK NUCLEAR POWER PLANT AND NINE MILE POINT NUCLEAR STATION (EPID: L-2018-LLA-0032 AND L-2017-LLA-0237)
On June 5, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company, LLC (Exelon, the licensee) via teleconference. The purpose of the meeting was to discuss and clarify issues related to Exelon's license amendment request (LAR) to revise the emergency plans by changing the emergency action level (EALs) schemes for James A. Fitzpatrick Nuclear Power Plant, Unit 1 (FitzPatrick) and Nine Mile Point Nuclear Station, Units 1 and 2 (Nine Mile Point).
The proposed changes are based on the Nuclear Energy lnstitute's (NEl's) guidance in NEI 99-01, Revision 6, "Development of Emergency Action Levels for Non-Passive Reactors."
During the meeting, the licensee asked the NRC staff to clarify some questions regarding the Emergency Preparedness Frequently Asked Question (EPFAQ) 2015-013 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML16166A366).
The NRC staff clarified those questions and indicated another public meeting can be held to address additional concerns. No regulatory decisions were made during the meeting. The meeting notice and agenda, dated May 24, 2018, are available in ADAMS at Accession No. ML18144A915. A list of attendees is enclosed.
