OF OCTOBER 23, 2018, TELECONFERENCE WITH EXELON GENERATION CO., LLC TO DISCUSS POTENTIAL LICENSE AMENDMENT REQUEST RE: ULTIMATE HEAT SINK BAR RACK HEATERS FOR JAMES A. FITZPATRICK NUCLEAR POWER PLANT (EPID L-2018-LRM-0064)
Dear Mr. Hanson:
On October 23, 2018, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Co., LLC (Exelon or the licensee). The purpose of the call was to discuss the draft pre-submittal information for a proposed license amendment request (LAR) regarding the ultimate heat sink bar rack heaters at the James A. FitzPatrick Nuclear Power Plant (FitzPatrick). The meeting notice and agenda, dated October 10, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18295A176. A list of attendees is enclosed.
The licensee presented information during the call (ADAMS Accession No. ML18292A525).
Also, the licensee submitted draft technical inputs before the meeting for reference (ADAMS Accession No. ML18292A528). The licensee presented details and the schedule for a proposed license amendment to remove deicing heaters associated with Technical Specification (TS) 3.7.2, "Emergency Service Water (ESW) System and Ultimate Heat Sink (UHS)," for FitzPatrick. The licensee presented historical information and provided justification as to why the heaters do not satisfy Criterion 3 of Title 10 of The Code of Federal Regulations Section 50.36 (c)2(ii) and, therefore, do not need to remain in the TS.
The NRC staff and Exelon staff discussed the proposed modifications. The Exelon staff noted that historically, the deicing heaters on the intake bars were part of the original design to inhibit the formation of frazil ice, which could significantly impact the flow in the intake structure under certain weather conditions. Further, Exelon indicated that the operating experience of buildup of frazil ice resulted in the licensee's revision of operating procedures to monitor and take necessary actions to ensure sufficient flow. Additionally, the licensee conducted an engineering study that concluded that large debris entering the intake structure was not credible, and it provided validity to not continue with the use of the original bar rack arrangement at the intake.
Two of the original eight bar rack sections were removed by a recent modification as a result of the study. The rationale for this proposed TS change is that the deicing heaters are not needed to ensure sufficient flow through the intake for the associated safety-related components to perform their accident mitigation or safe shutdown functions.
The licensee noted that there is no precedent for this TS change requesting NRC staff to review removal of ultimate heat sink deicing heaters. Further, the licensee indicated that the target submittal date of the proposed LAR is November 14, 2018; it will come in for a 1-year review request.
The NRC staff asked questions about the basis of the design, operating experience, and operability of the bar rack heaters. The NRC staff also asked clarifying questions on the simulation and markups associated with the licensee's engineering changes to remove the two bars at the intake. The NRC staff recommended that Exelon submit with the LAR the relevant parts of the engineering study, which explain the conclusion for large debris not being credible, and the technical rationale of the previous engineering changes, including the simulation markups. The licensee indicated that it will include the recommended information in the LAR.
