SUMMARY

OF JUNE 9, 2020, PRE-SUBMITTAL MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING PLANNED LICENSE AMENDMENT REQUEST TO MODIFY SURVEILLANCE REQUIREMENT 3.6.1.3 (EPID L-2020-LRM-0044)

On June 9, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss Exelons planned license amendment request to modify Surveillance Requirement 3.6.1.3, Primary Containment Isolation Valves (PCIVs), for inerting and de-inerting containment in the James A. FitzPatrick Nuclear Power Plant (FitzPatrick) Technical Specifications. The meeting notice and agenda dated May 28, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20149K590. A list of attendees is enclosed.

The licensees provided presentation material (ADAMS Accession Nos. ML20157A152 and ML20161A100). The licensee discussed the proposed FitzPatrick license amendment request and the basis for the request. The existing approach for inerting/de-inerting the FitzPatrick containment is to align the containment with the standby gas treatment system while maintaining an open flow path to the reactor building. The proposed approach would close the standby gas treatment reactor building suction valves. This approach would be more efficient and would reduce the containment vent time from 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> to 4 or 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. During venting, air from the containment would not be diluted with air from the reactor building. However, the licensees analysis shows that the demister loop seal should be lengthened to implement this proposed modification. The NRC staff asked questions to better understand the proposed amendment request, such as valve positioning, filter capability, and past precedents.

The licensee indicated the license amendment request would be submitted to the NRC by June 30, 2020.
