SUMMARY

OF THE OCTOBER 28, 2019, MEETING WITH EXELON GENERATION COMPANY, LLC, REGARDING A PLANNED SUPPLEMENT TO A LICENSE AMENDMENT REQUEST REGARDING REVISING THE ALLOWABLE VALUE FOR REACTOR WATER CLEANUP SYSTEM ISOLATION (EPID L-2019-LLA-0190)

On October 28, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. A telephone bridge line was available for remote participants. The purpose of the meeting was to discuss the licensees plan to submit a supplement to a license amendment request regarding revising the allowable value for the reactor water cleanup system isolation for the James A. FitzPatrick Nuclear Power Plant (FitzPatrick). The meeting notice and agenda, dated October 17, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19290G550. A list of attendees is provided as an enclosure.

The licensee presented information of its plans to submit a supplement in response to a request from the NRC staff regarding information needed to begin the staffs detailed review (ADAMS Accession No. ML19291A035). The license amendment request was dated September 5, 2019 (ADAMS Accession No. ML19248B085). The licensee provided a draft supplement (ADAMS Accession No. ML19301A502) and supporting information (ADAMS Accession Nos.

ML19301A505, ML19301A504, and ML19301C555) to facilitate the discussion at the public meeting.

The NRC staff discussed the information needed to begin its detailed review. The licensee agreed to: (1) include information indicating that an operator would have procedures in hand during normal or plant transient conditions in response to the NRC staffs question 3.a, (2) enclose FitzPatrick plant procedure CC-JAF-IC-G-003 after verifying that it would address the NRC staffs question 2, and (3) provide the past license amendment that approved the licensees methodology in response to staff question 2.

Members of the public were not in attendance. Public Meeting Feedback forms were not received.
