SUMMARY
OF THE OCTOBER 3, 4, 7, AND 8, 2019, PUBLIC MEETINGS WITH EXELON GENERATION COMPANY, LLC, ON AN EMERGENCY AMENDMENT REQUEST REGARDING A ONE-TIME EXTENSION TO TECHNICAL SPECIFICATIONS 3.8.1 ACTION A.3 COMPLETION TIME FOR INOPERABLE OFFSITE SOURCE (EPID L-2019-LLA-0214)
On October 3, 4, 7 and 8, 2019, a series of Category 1 public meetings was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. A teleconference bridge line was available for remote participants. The purpose of the meetings was to discuss the licensees emergency amendment request to extend the completion time for James A. FitzPatrick Nuclear Power Plant (FitzPatrick) Technical Specifications (TS) 3.8.1, AC [alternating current] Sources-Operating, Action A.3 from 7 days to 21 days.
FitzPatrick entered TS 3.8.1 at 7:15 a.m. on October 3, 2019, due to a rapidly degrading trend in total dissolved combustible gas concentration in the 71T-3 Reserve Station Service Transformer, affecting the operability of one of the station's qualified offsite circuits. The total completion time allowed for troubleshooting and repairs and, if necessary, transition to and completing a transformer replacement is 21 days, including post-maintenance testing. This resulted in the requested completion time ending at 7:14 a.m. on October 24, 2019. Without approval of the extension, FitzPatrick would need to shut down on October 10, 2019 if the transformer were not operable.
The licensee provided the NRC staff a draft exigent license amendment request for information (Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19276G313). When the degradation was trending more rapidly and an exigent license amendment request was no longer appropriate, the licensee provided the NRC staff a draft emergency amendment request for information (ADAMS Accession No. ML19277D552). The NRC staff provided discussion points to support the public meetings (ADAMS Accession Nos.
ML19277D192, ML19277D206, ML19280A002, ML19280A004, ML19280A005, ML19280A006, ML19280A007, and ML19288A204).
At the October 3, 2019, public meeting, the licensee discussed its plan to repair the existing transformer and refurbish a spare transformer as a replacement, if necessary. The licensee discussed that its emergency amendment request would be based on the NRCs Standard Review Plan, Branch Technical Position 8-8. At the October 3 and 4, 2019, public meetings, the licensee discussed the discussion points provided by the NRC staff. At the October 4, 2019, public meeting, the licensee indicated that the final emergency amendment request was submitted just before the meeting (ADAMS Accession No. ML19277G085). The staff planned to issue requests for additional information (RAIs) on October 4, 2019, and the licensee agreed to respond to the RAIs by October 6, 2019. The RAIs were subsequently documented in ADAMS under Accession Nos. ML19280A036, ML19280A037, and ML19280A039. The RAI response was documented in ADAMS under Accession No. ML19279A001.
At the October 7, 2019, public meeting, the licensee informed the NRC staff of the status of the transformer repair. The licensee found loose parts inside the degraded transformer, replaced the affected internal module, and was conducting testing. If test results were satisfactory, the transformer would be restored to service before 7 days and the licensee indicated that the emergency amendment request would no longer be necessary.
On October 8, 2019, the licensee submitted a withdrawal letter for the emergency amendment request (ADAMS Accession No. ML19281A996) after restoring the transformer to service. The scheduled October 8, 2019, public meeting was not held, and no members of the public called into the teleconference bridge line. A List of Attendees is provided as an Enclosure.
Members of the public were in attendance during the meetings. Public Meeting Feedback forms were not received.
