Physical Security Program for Power Reactors a.
Allegation No. RII 89-A-0034 (Closed)
On April 17, 1989, an anonymous individual contacted the Region II Duty Officer furnishing him with information alleging drug abuse at the North Anna Nuclear Station.
On April 18, this information was telephonically furnished by Region II to the licensee and later documented in a letter dated April 21, 1989.
On April 19, the North Anna Station Manager requested an investigation of the allegations be conducted by the Corporate Security Department.
That investigation (No. 89/99-12-1001) was performed between April 19 and May 20 and is summarized in a June 1 memo from the Manager of the Corporate Security Department to the North Anna Station Manager.
Neither that memo, nor the licensee's June 6 response letter to the NRC, draws any conclusion relative to the validity of the allegations.
The inspector did review an intra-departmental document titled
" Confidential Report of Investigation" dated June 1 which concluded that the allegations were unfounded.
The licensee's investigation revealed that on March 14 and April 13, 1989, the North Anna Security Force had conducted various searches which resulted in the finding of suspected drug paraphernalia in a vehicle and a work locker. Two contractors named in this allegation were permanently denied access to the site as a result of these earlier searches.
Based upon this allegation the licensee instructed the contractor to perform unannounced drug screen urinalysis on the four remaining employees.
Three were tested on April 24 and the

results were negative.
The fourth contractor, the wife of one of the three tested on April 24, was not tested until May 1 when she returned from an extended sick leave.
(Her sickness was substantiated by a medical treatment note furnished by her doctor).
The May 1 test also proved negative.

1 One of the allegations dealt with a contractor Health Physics Technician whose identity could not be fully established.
The licensee determined that at least-two and possibly four ' individuals could fit the partial identity furnished by the alleger.
In the absence of any other derogatory information, the licensee chose not to pursue its investigation of this part of the allegation.
From May 12 to 19 the licensee's Quality Assurance Department conducted a " performance evaluation" of the five medical facilities used for drug screening urinalysis. This effort was in response to the general allegation of sample substitution.
The auditors noted problems needing corrective actions in such areas as the lack of control over individuals during the sample collection process, the availability of other water sources at the collection facility, the failure to verify the sample by use of a thennometer, the fact that one laboratory had a window inside its collection facility, and the failure to verify the certification of each laboratory. The licensee anticipates the NRC's newly approved Fitness For Duty Rule will require correction of all of these deficiencies.
It was noted that the unannounced tests given to the alleged drug abusers were witnessed by a medical officer and thus not subject to the above stated vulnerabilities.
Additionally, on April 28, the licensee conducted searches of 134 vehicles entering the North Anna parking lot; two of these vehicles belonged to individuals named in this allegation.
The licensee's drug detection dog assisted the security officers in these searches.
While various items of contraband were discovered, no drugs were found, b.
Clearance Program Paragraph 1.3.1.1 of the North Anna Physical Sec.urity Plan furnishes the licensee's program for screening its own employees as well as its contractors.
During this inspection, the inspector reviewed 20 randomly chosen records of individuals known to have unescorted access to the North Anna facility.
The inspector reviewed the
" Virginia Fower Standards and Procedures for Obtaining Security Clearances for Contractor / Vendor Employees" Revision 3, dated October 1, 1987.
Additionally, the inspector reviewed the " Williams Power Services Inc.
Unescorted Access Authorization Program," dated June 19, 1986.
The records were found to be thorough and accurate, and conforming to commitments found in the Security Plan. Contractor letters, and their attached screening synopsis, were also reviewed and found acceptable.
The results of the Minnesota Multiphasic Personality Inventory were noted, as were the results of the drug screening tests for seven illegal drugs.
