Results: Within *.he area inspecteo, no violations or deviations were identifie The inspectors cencluded that the licensee had a very well documented and controlled program for containment integrated leal rate testing (CILRT) and local leakratetesting(LLRT). In addition, the inspectors found no discrepancies  !

during the 100 percent visual inspection of accessible penetrations and isolating l components inside or outside the containment building. It was also noted that j the licensee had no exemptions to Appendix J, to 10 CFR Part 50 leak ratt testing requiraments. The issues involved the methods for the control of specific high/ low water pressure interface against inadvertent actuation by fire induced spurious signals. During this inspection, the licensee committed to respond to this l unresolved item in a timely manne . VERiflCATION OF CONTAINMENT INTEGRITY (61715)

The purposes of the inspection were to: visually identify all containment building penetrations and their associated isolating components; verify that the components were identified on current p&lDs or other drawings; determine which isolating components had been excluded from Appendix J to 10 CFR part 50

were met, as set f orth in Appendix J; and identify eny isolating components that had been given test waiver approval by NR The inspectors performed a 100 percent walkdown of the accessible areas, which involved 78 mechanical and 60 electrical containment building penetrations, and 153 isolating components associated with these penetrations. The inspectors were not able to walkdown two inaccessible penetrations and eight associated isolating

[~ components because these components were located in a high contamination are This inspection was performed inside and outside the containment building, and wherever possible, the inspectors traced associated system piping coming through an identified penetration back to its desigrtted containment buildino isolation components on either side of the containment building wall. All of the penetrations, isolating components, and associeted procedures are identified in the Attachment. The penetrations and associated components were appropriately labeled and tagged. The inspectors noted that the areas inspected were clean

& and free of trash indicating a well implemented and vigorous housekeeping effort. The inspectors compared P&lDs with Procedures 1305.018. " Local Leak Rate Testing," and 1304.023, " Local Leak Rate Testing - Type B." The review did not identify any discrepancies between the p&lDs and the procedure The inspectors also noted that the licensee had established a program to update the p&lDs regularl The licensee stated that they did not have any exemptions to Type A, B, or C

The purpose of this inspection was to verify that primary containment local

leak rate tests, as required by ANO.1 Technical Specifications (TS), were

-

performed to ensure that leakage through testable containment building penetrations and isolation valves would not exceed the allowable leakage

=

specified. This review included records, procedures, and independent calculations associated with the local leak rate test (LLRT) Type C test During the inspection, the inspectors reviewed the primary containment building

-

LLRT Procedure 1305.018, idutified abrve. The procedure was complete and satisfactorily stated the acceptance criteria for each penetration and the

associatedcontainmentbuildingisoirtionvalve(CIV). Test procedure instructions were concise and provised for independent verification of test results and for system restoration. The inspectors reviewed records of LLRTs conducted during 1988. In conducting this review, the inspectors verified that

corrective actions were taken on excessive leakage components and that appropriate retests were conducted on penetrations and CIVs. The cumulative data for containment building testable penetrations and CIVs were reviewed to verify that the containment building local leak rate did not exceed the

acceptance criteria. The LLRT results were well within the acceptance criteria as required by the Technical Specificatico ;

5-The inspectors also noted that the use of "N/A" (not applicable) was not prevalent in the data packages, and in several instances, a clear explanation was given in those cases where "N/A" was used. The inspectors concluded that the licensee had a strong program in the area of LLR During this inspection, the inspectors also observed a local leak rate test being performed en Valve No. CY4603 in the gaseous redwaste system. The individuals performing the test were knowledgeable and performed the test in a professional manner. The inspectors also noted that the licensee did not have any formal training program for the individuals who performed the LLRT. In response, a licensee representetive stated that they were aware of the inspectors'

observation and, as a part of their ongoing program, planned to provide formal training regarding this matter to the LLRT personnel.
