Areas Inspected:
Routine, unannounced inspection of the licensee's physical security program.
The areas inspected within the physical security program included management support, security program plan, and audits; protected and vital area physical barriers, detection and assessment aids; protected and
. vital area access control of personnel, packages, and vehicles; alarm stations ar.d communications; power supply; testing, maintenance, and compensatory measures; and security training and qualifications.
Results: Within the areas inspected, no violations or deviations were identified.
The licensee is continuing the upgrade of their physical security program.

These improvements have the prospects for a substantial improvement of the security program. However, the fragmented approach to the design and installation of equipment raises some concern about how the integration of the various sub-systems will impact the final product.

.0ne persistent problem has been the' removal of security devices from hatches during maintenance:without notifying the security department. The licensee has been slow to correct this problem.
WithinLthe security organization, new supervisory positions are' functional, but authorities and responsibilities have not been well defined.
Specialized security expertise is'available on site, but is not always effectively used.
This is most apparent in the security training.-area.
