Exit Interview The inspection scope and findings were summarized on September 4, 1979 with the plant manager.

Inspection activities in these details were discussed.

Unresolved Items Unresolved items were not identified during this inspection.

5.

Review of Licensee Actions in Preparation for Hurricane David The inspector conducted a review of licensee plans, procedures and action in regard to the potential effects of hurricane David. The unit was in a cold shutdown partially drained condition for repair of steam generator tube leaks and National Weather Service reports were being monitored in the control room. The following emergency plans and procedures were reviewed by the inspector:

EM-100, Emergency Plan, Section 4.2.9 a.

Thic procedure provides for collection of loose debris, barricading doots, stocking food, material and nedical supplies, and implementa-tion of AP-104.

AP-104, Violent Weather This procedure prescribes action to be taken for a hurricane watch or warning. Actions to be taken for a hurricane watch include activation of a Violent Weather Committee, installation of spent fuel pool missle shields and daily verification of Diesel operability. Actions to be taken for a hurricane warning include continuous intake screen opera-1209 307

a-2-s tion, minimizing outside activity, monitoring heat sink level and plant shutdown if required by Technical Specifications.

The following actions had been or were being taken in response to the potential effects of the hurricane:

Even though a hurricane watch was not in effect for the plant area, a.

actions required in EM-100 and AP-104 had been implemented as speci-fied for a hurricane watch.

b.

All openings in the sea wall, except three, had been closed and sealed.

In addition, strong backs had been installed on rollup doors in the turbine and auxiliary building.

During the review of AP-104, it was determined that no checklist existed to indicate the status of items which must be completed in preparation for a hurricane. The need for a checklist seems appropriate due to the fact that completion of all required actions may require several shifts to accomplish.

Licensee representatives indicated that this item would be reviewed and appropriate revisions would be made in order to maintain a status of actions required for hurricane - eparation.

This item was discussed at the exit, and identified as open pe Mg a review of licensee actions on this item during a subsequent inspection.

Several facility tours were conducted to verifv that doors were sealed, strong backs were in t' ace and outside cleanup had been performed. No problems were identitied.
