To i @ g Chief, S&I Section, Da'te Si'gned S ds Branch Inspection Sumary Areas Inspected: Included review of Access Controls, Comunications, Detection Aids, Security Organization, Physical Barriers, Alarm Stations, Assessment Aids, and Compensatory Measures.

The inspection involved 27 inspector hcurs oa site by one NRC icspector. The inspection was begun during an offshift period; five inspection hours were accomplished during offshift periods.

Results: Although the licensee was not found to be in noncompliance, it was determined that the licensee has not fully implemented the Security Plan required by Paragraph 73.55 of 10 CFR Part 73. An Imediate Action Letter was issued on October 4, 1979, in order to upgrade the facility security and establish an implementation schedule.

The specific areas not implemented involve the vital area alarm system; comunication system; secondary alarm station; closed circuit television system; protected area vehicle gate; vital area entrances and security procedures.
