SUMMARY Inspection on November 5-9, 1979 Areas Inspected This routine, unannounced inspection involved 27 inspector-hours onsite in the areas of plant operations and followup on previously identified items.
Results Of the 2 areas inspected, no apparent items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (Closed) Dc iciency (302/79-12-01) Failure to follow procedure FP-302.
The licensee completely revised procedure FP-302 "New Fuel assembly unloading, Inspection, Storage and Container Reloading". This item is closed.
(Closed) Infraction (302/79-26-04) Failure to follow procedure SP-317
" Power Range Nuclear Instrumentation Calibration". The licensee conducted formal training and issued a policy letter stressing meeting the requirements of AI-600. This item is closed.
(Closed) Infraction (302/79-27-01) Failure to follow procedure CP-114 requiring PRC review of all modifications upon completion. The licensee revised CP-114 requiring PRC review of safety-related temporary modifications and PRC chairman verification that PRC reviewed post modification testing of temporary modifications. This item is closed.
(0 pen) Infraction (302/79-23-01) Failure to meet requalification training for backup licensed operators. The licensee revised procedure Al-800 to conform to the approved requalification program. The backup licensed operators have not completed their training, which is to be completed November 30, 1979.
This item will remain open pending completion of training.

Gilbert / Commonwealth performed an engineering evaluation of the fif ty (50) snubbers having non EP seals and it was determined the expected lifetime to be forty years for the environment in which they are located. This item is closed.

Licensee Action on Previously Identified Inspector Followup Items The inspector reviewed licensee action on previously identified items of concern through discussions with licensee personnel, and verification of the implementation of applicable corrective action.
The status of these items is indicated below:

(Closed) IFI 79-21-01 Incorporotion of Limits and Temperature Correction inta SP-201 and MP-130. The inspector verified that procedures SP-201 and MP-130 were revised to include the items of concern.
The inspector has no further questions at this time, b.
(Closed) IFI 78-15-02 Evaluate the applicability of ANSI B30.2 on plant cranes. The inspector verified that procedure PM-109 " Inspection and Maintenance of Cranes and Hoists" was revised to include the missle shield trane and other plant cranes into the proctaure.
The inspector had no further questions at this time.

(Closed) IFI 79-04-03 Complete Major Revisicn to CH3 Safety Listing.
The inspector verified that CR3 Safety Listing was issued and on site.

Review of Plant Operations Plant operations s:ere reviewed by the inspector to ascertain conformance with regulatory requirements and technical specifications, including review of shift supervisor and control operator logs, observing portions of control room activities, and touring the facility. No discrepancies were noted.
