Areas Inspected This routine unannounced inspection involved 18 inspector-hours onsite and 4 inspector-hours offsite in the areas emergency planning including: review and discussion with offsite support agencies; examination of emerge.'cy equip-ment, instrumentation, and supplies; review of medical facilities; and review of emergency procedures.

Exit Interview The inspection scope and findings were summarized on l'ebruary 23, 1979 with those persons ludicated in Paragraph 1 above.
3.
Licensee Action on Previous Inspection Findings t.
The inspector examined licensee action on commitments made in report 50-302/79-7 relating.o the auxiliary building evacuation system (302-79-7-1). The inspector reviewed appropriate engineering evaluations specifying that the final engineering solution will be a new tone signal added to the existing tones for site, fire and reactor building evacuations.
Licensee personnel, in the exit interview, committed to:
(1) Inclusion of the new signal by the scheduled April 23 shutdown; and (2) Notification of the NRC, Region II office by telephone, prior to startup in May, of the status of any necessary visual annunciator systems. This item will be kept open until completion of this installation.
b.
The inspector observed the licensee's portal monitor in operation on February 24, 1979. Although cited as an item of noncompliance (302-79-7-03), the inspector noted the machine opet.ted correctly on the referenced date.
This item shall be kept open pending licensee analysis of the system, further NRC review, and licensee response to this in3pection finding.

5.
Discussions with Offsite Support Agencies a.
The inspector met with Mr. G. Allen, Director, Citrus County Division of Disaster Preparedness, and discussed the relationship between his agency and FPC. Items discussed included: Notifica-tion; protective action guidance; accident assessment; risk analysis; interagency cooperation and interfaces; resources; manpower; and liaison with FPC. No items requiring further evalua-tion were identified.
Mr.
Allen disclosed that he maintains contact with FPC and feels the degree of cooperation is satisfa tory.
b.
The inspector discussed by telephone with Mr. W. Johnson, Director, Florida Division of Health and Rehabilitative Services (DHRS),
Orlando Radiological Laboratory, thc relationship and extent of cooperation between DHRS and FPC. DHRS, under Mr. Johnson, would provide the emergency assessment and response team (including the Mobile Emergency Radiological Laboratory-MERL) to FPC in the event of an emergency with of fsite consequences.
Mr.
Jchnson stated periodic meetings, training sessions ano drills were being conducted with FPC. Mr. Johnson did not identify any unacceptable areas.
c.
The inspector reviewed records of licensee drills with offsite support agencies which included:
Citrus County Division of Disaster Preparedness; DHRS; Shands Teaching Hospital; Seven Rivers Community Hospital; and the Citrus County Sheriffs Depart-ment.
The inspector noted the drills and drill critiques demon-strated cooperation between these agencies.
The inspector had no further questions regardjng this item.
6.
Emergency Procedures a.
The inspector reviewed all the licensee's EM-100 series procedures relating to emergency planning. The inspector not ed the procedures were prepared, reviewed, and approved as required by Technical Specifications, and implemented satisfactorily the technical requirements of the Emergency Plan.

c.
In the inspectors' review of EM procedure EM-213, " Medical Emer-gency Procedures," the inspector noted the licensee has modified this procedure to include the Seven Rivers Community Hospital.
Seven Rivers will provide medical assistance for non-contaminated injuries. Due to the close proximity of Seven Rivers, opposed to the previous hcspital in Inverness, valuable time will be gained by this modification. Therefore, item 302-77-24-06 is considered closed.

The inspector examined all the emergency supplies, equipment, and instrumentation,specified in EM procedure EM-100, Figure 6.1,
"Emergenc'; Kity." The inspector noted theu kits were supplied stated, and that monthly audits had been conducted to assure as the proper inventory required.
e.
The inspector exaoined the licensee's adherence to the drill frequency for Clas. A/B, Class C, Fire, and Medical drilis conducted since January 1978 The inspector observed that the frequency of drills specified ; n EM-100 was rret or exceeded for each type drill. Drill critique records were also examined and identified drill recommendations were dit cussed with licensee personnel.
The inspector noted that significant drill recommendations had been promptly incorporated by the licensee into the emergency program. Therefore, open item number 302-77-24-10 is considered closed.
f.
The inspector observed a test of the plant evacuation siren, reactor building evacuation siren, auxiliary building evacuation alarm, and fire alarm sirens. In addition, this observation was made from the Crystal River Units 4 and 5 construction site. The inspector noted the alarms wera clearly audible frc u this area.
g.
The inspector examined the Jicensee's metecrological data acquisi-tion system located in tfie control room. The inspector noted the instruments were maintained in conformance with the Quality Assurance Manual Chapter 12, " Measuring and Test Equipment." The inspector verified the meteorological system was adequate to provide necessary input information to EM procedures EM-203 and EM-204.

EM-216, " Duties of the Nuclear Plant Fire Brigade." The inspector discussed with licensee represeatatives implementation of the new Crystal River Fire Technical S>ecifications.
In addition, the inspector examined all training records of each fire brigade member listed in EM procedure Et -206, " Emergency Plan Roster and Notificatica," and verified that 311 listed cembers were trained.

EM-206 and compared the fire brigade members listed to the shift fire brigade listed in the shift logbook for December 1978 through February 1979.
The inspector observed that the fire brigade maintained the minimum number of trained members during backshift and on weekends. Open item 302-77-07-01 is considered closed.
k.
The inspector examined the licensee's o~,ite medical room. The inspector observed the facility was adequately supplied and that medical kits and strechers were maintained in acceptable condition throughout the plant.
