Results Of the six areas inspected, no apparent items of noncompliance or deviations were identified.

lytical Sensitivities (LLDs)

The inspector reviewed licensee letters of response to the NRC dated August 22, 1977, 3-03-a-2, CS-77-179 (Ref. RII:JCR, 50-302/77-12) and July 3, 1978, 3-0-3-a-2, CS-78-148 (Ref: RII:WWP, 50-302/78-14). The inspector also reviewed Licensee Event Reports (LERs) same subject (Paragraph 5 below). Based on the reviews of the above documents, the licensees annual environmental report data and discussions with licen-see representatives during this inspection, the inspector had no further questions.

(Closed) Open Items (77-12-06, 78-14-02) Replacement of Tubing on Air Sampling Station C-41.

The inspector examined all radiological environmental air sampling stations and found all tubing to be in apparent satisfactory condition.

Licensee Event Reports (LERs)

(Closed) LER Nos. 78-012/J4X-0, 78-013/04X-0, 78- 014/04X-0, 3.

78-018/04X-0, 78-019/04X-0, 78-023/94X-0, 78-023/04X-1, 78-023/04X-2, 79-016/04X-0, 79-016/04-L.

The above LERs deal with failure to provide LLDs (lower limits of detection) equal to or less than those required by the Environmental Technical Specifications in the Analysis of a small number of radio-logical environmental monitoring samples. Review of LERs, annual environmental report data and discussions with licensee representa-tives revealed that licensee evaluations and corrective actions apparently have been adequate to resolve the items. The inspector had no further questions.

b.

(Closed) LER No. 79-058/04L-0 This LER deals with failure to conduct a census of vegetable gardens on the annual frequency required by the Environmental Technical Speci-fications. The census to be completed by June 2, 1979 was completed June 14, 1979. The contractor responsible for performing the census informed the licensee that an aircraft was not available at the time the census was due and that in the future a more concerted effort will be made to complete the census within the required schedule. The failure to complete the census by the close margin would not have significantly reduced the effectiveness of the environmental moni-toring program. The corrective measures taken appear reasonable and the inspector had no further questions.

Management Controls a.

Section 5.1 of the Environmental Technical Specifications (ETS)

specifies individuals and organizations responsible for conducting the radiological environmental monitoring program. The licensee has assigned responsibility for conducting the environmental monitoring program to individuals and organizations the licensee's organization has changed somewhat since the last inspection involving primarily position title changes which have not necessitated changes to the Environmental Technical Specifications. The determination was made that the program continues to provide management controls equal to the previous program.

b.

Section 5.3 of the ETS provides for audits of the radiological environ-mental monitoring program. The licensee's audit program provides a system for corrective measures and furnishing audit resulta to manage-ment and supervision. The results of audits conducted by the licensee on 6/12/79 and 6/20/79 were reviewed by the inspector in RII on 9/26/79.

Questions concerning the frequency of sampling vegetation will require further review at the time of the next inspection.

Quality Control of Analytical Measurements A quality control program for analytical measurements is provided in each of two contractor programs.

The contractors have provided the licensee copies of prccedures utilized in the quality control programs. The licen-see's program has included audits of the contractor programs.

The contrac-tor programs include duplicate sample analysis, comparison of sample analysis results with outside organizations. The inspector reviewed the results of licensee audits of the contractor programs and had no further questions.

Implementation of the Environmental Monitoring Program The licensee's annual r:.diological environmental monitoring report for a.

1978 and available dr.ta for 1979 were reviewed by the inspector and the determination made that the sampling locations and frequencies required by Section 3.2.2, Table 3.2-2 of the ETS have apparently been met.

The licensee's program and reports also provide interpretation and evaluation of data.

b.

All of the licensee's air monitoring stations and associated TLDs were inspected by the inspector. Poor condition of the tubing in air monitoring station C-41 was previously observed by the inspector.

(77-12-06, 78-14-02) The tubing in station C-41 and all other stations was found by the inspector to be in satisfactory condition at the time of this inspection.

Items 77-12-06 and 78-14-02 are closed. The inspector observed at station C-41 that the charcoal filter holder had completely separated where the two halves of the filter holder were taped together. The inspector later verified that corrective action had been taken by replacing the taped filter holders with a threaded holder.

Review by the inspector of licensee routine and non-routine reports c.

revealed that the reporting requirements of section 5.6 of the ETS have apparently been met.
