%fgyc' Florida Power C O H P Q R A Y I O hs October 7, 1979 File: 3-0-3-a -3 Mr. throld R. Denton Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Denton:

This letter and the att?.ched report responds to your September 17, 1979 letter on " Potential Un: tviewed Safety Question on Interaction Betwen Non-Safety Grade Systems and Safety Grade Systems".

Within the time frame allowed by your letter, our efforts have been focused on developing an understanding of the issue and making a prelimi-nary assessment of the impact of this issue on the conclusions of the safety analyses presented in the FSAR. We have identified several areas which could not be addressed within the allotted time and which should be investigated further. We believe there is a logical relationship between these longer term actions and the issues already planned for further work in connection with NUREG-0578.

The attached report, which was prepared in conjunction with Babcock &

Wilcox and Gilbert Associates, Inc. , provides the details of our review and identifies the further actions that we are undertaking to address the long-term system response under adverse environmental conditions.

Based on the evaluations and safety assessments contained within the attached report, we conclude that continued operation of Crystal River Unit 3 is justified, particularly in light of the very low probabilities of the high-energy line breaks considered and the conservatisms included in the safety analyses.

If you have any questions or suggested followup, please contact us.

Very truly yours, FLORIDA POWER CORPORATION
