Areas Inspected This routine, unannounced inspection involved 36 inspector-hours onsite in the areas of licensee event followup and review of plant operations.
Results Of the 2 areas inspected, no apparent items of noncompliance or deviations were identified in 1 area; I apparent item of noncompliance was found in 1 area

Exit Interview The inspection scope and findings were summarized on September 28, 1979 with those persons indicated in Paragraph 1 above.
The item of noncompli-ance discussed in paragraph 5 was discussed with the Plant Manager, who acknowledged the inspector's findings without comment.

5.
Review of Licensee Event Reports The inspector reviewed selected LER's for consistancy with the requirements of the Technical Specifications and Regulatory Guide 1.16 (Reporting of Operating Information - Appendix A Technical Specifications).
The inspec-tor examined the licensee's analysis of the event, the corrective action taken, and discussed the LER's with licensee representatives.
The follow-ing LER's were reviewed:

During the review of work request pertaining to the maintenance done on containment isolation valves MUV 253 (W/R 09649) and MSV 148 (W/R 08383 and 08448) the inspector noticed that there were no clear guidelines stated on the work request for the post maintenance testing of these valves.
The surveillance requirements of Technical Specification 4.6.3.1.1 states that the isolation valves of Table 3.6.1, of which MUV 253 ard MSV 148 are a part of, shall be demonstrated operable prior to returning the valve to service after maintenance, repair, or replacement work is performed on the valve or its associated actuator, control or power circuit by performance of a cycling test and verification of isolation time.
The inspector talked with cognizant plant personnel and verified that a cycling test had been performed; however, no verification of isolation tirie had been performed.
The failure to perform complete post maintenance testing of containment isolation valves in accordance with the surveillance requirements of the Technical Specifications is an apparent item of noncompliance (79-38-01).
The inspector compared the valves of Table 3.6.1 of the Technical Speci-fication with those listed in the licensee's Inservice Testing Program.
It was noticed that on the copies of the Inservice Testing Program used by the Maintenance Foreman and the Planning Coordinator not all the valves listed in Table 3.6.1 were included, specifically LRV 36 was not on the list. The inspector reviewed the master copy of the Inservice Testing Program which did include all valves listed in Table 3.6.1 of the Technical Specifica-tions. The licea ee committed to the inspector on September 28, 1979, that corrections to the Inservice Testing Program would be distributed to plant personnel as required.
6.
Review of Plant Operations The inspector reviewed the nuclear operator and shift supervisor logs for the period September 1 - September 28, 1979 and verified that log reviews are being conducted by plant staff and the logs are properly filled out.
The inspector conducted discussions with control room operators pertaining to the reasons for selected lighted announciatsrs. The inspector observed 1506 208
