General This inspection was conducted to review the licensee'sLoperational radiation protection program. Also reviewed was past open items. The inspectors toared licecsee facilities to review posting, labeling, access controls, and work in progress. No significant problems were. identified.

Housekeeping and cleanliness were generally good considering the demands during major outage conditions.

The licensee has since purchased and made operational a more efficient laundry monitor, and improved laundering techniques.

This matter is being addressed between the Region III and CECO corporate offices for all CECO nuclear stations.

The inspector reviewed the licensee's program for ' control: of radioactive t materials and contamination, including:1 changes in instrumentation, equipment, and procedures; effectiveness-of-survey methods, practices,'and-

-Personal Contamination / Hot Particle Incidents (IP 83750)-

1 The inspectors reviewed personal-contamination event (PCE): tracking and.

trending data for recent years. There were 531 PCEs reported in 1987,L472 j

in 1988, and 326 in 1989. The licensee established a goal of 325 PCEs for

1990. As of March 25, 1990, there_have.been 135;PCEsweportediwhich is greater tnan expe'ted. The licensee'sfinvestigation of= individual events c

has not identified reasons for the unexpectedly ~ high number of events.

The licensee stated that efforts'to reduce the= number of PCEs and investigate PCE events will continue to receive proper management j

attention.

n No skin doses greater than a small fraction-of applicable limits have been caused by hot particles during 1990 to date.

The inspectors reviewed the licensee's program for maintaining f

The ALARA group. structure remains essentially,as described in Inspection

'1 Reports No. 50-254/89006(DRSS); 50-265/89006(DRSS).

However, two

positions are unfilled. One graduate health physicist terminated j

employment early in 1989 and another recently : started SR0' training. The j

licensee is actively seeking replacements. Some ALAP,A' work was

ALARA group's operational availability. The inspectors noted no identifiable problems resulting from existence of vacant ALARA group positions.

Audits and Assessments (IP 83750)

The inspectors reviewed records of onsite and offsite quality assurance audits and assessments conducted by the licensee during the period

July 1989 through February 1990.

Extent of audits and adequacy and timeliness of corrective actions were reviewed.

Two station audits were; conducted during the period; reviewed were various radiation protection and related subjects.

Identifie,d during these audits

.were incidents of failure to' follow radiation )rotection procedures and incidents of procedure content shortcomings; tie causes of the incidents and procedural shortcomings have since been corrected or are in progress..

-For those incidents corrected, the corrective actions appear adequate.

A performance assessment of radiation protection orgrnization and administration was conducted during August-September 1989 under the

sponsorship of the corporate health physics group. Several improvement i

items were identified and are being considered by the licensee. Post of-
