Areas Inspected:
Routine, unannounced inspection of the licensee's radwaste management program, including:
solid, liquid, and gaseous radioactive wastes;

audits and assessments (IP 84750) and follow up on one Open Item (IP 9270)).
Results: The licensee's radwaste management program is good.
There was one transportation incident since the last radwaste inspection.
No violations or deviations were identified.
Knowledge of effluent system operations by licensee personnel was a program strength observed during this inspection.

This inspection was conducted to review the licensee's radwaste-management program. ' Also reviewed was a transportation incident.
The inspectors.
toured liquid and solid radwaste handling. processing, and storage
!
facilities and the gaseous stack monitoring facility.
Improvements have
been madt in cleanliness and appearance of the solid radioactive waste;

truck bay.'.

Licensee Action on Previous Inspection Findings (IP 92701)

'(0 pen) Open Item (50-254/90005-01; 50-265/90004-01): Licensec agreed to examine the Fastscan Whole Body Counter (WCB) QA program and make
'
appropriate changes. The inspectors examined changes mado to date which
include the use of: an equipment log, the~ plotting of temperature vs'QC check results and the use of more appropriate plotting scales. - A -
correlation between significant temperature changes in the WBC room
.
and_QC check failures were noted; however, not enough data has:been- _
<
- accumulated to determine if tem)erature is the sole contributor to these
"
failures.
This Open Item will ye followed until a 'cause for the QC check failures is determined and corrective action taken.
4.
Solid Radioactive Wastes (IP 84750)
The inspectors toured the solid radioactive waste (radwaste) facilities

and reviewed the solid radwaste program.
The Radwaste Coordinator, who

conducted the-tour, appeared very knowledgeable in all aspects of the

facilities and the programL There have been no changes in the program since the last radwaste inspection.

Transportation Event (IP 84750)
!u A licensee LSA shipment of asbestos pipe coverings on April 18, 1990, was found:to have leaked a small amount (licensee estimates 15 ml) of liquid
!
on the morning of April 19 after an overnight truck stop near Danville, Illinois. The driver contacted the consignee, Quadrex Corporation in Oak i
Ridge. Tennessee, and the station which notified the Illinois Department of Nuclear Safety. - According to licensee representatives, surveys by both a Hazardous Materials Response State Trooper and 'a licensee survey
. team detected no radioactivity but the trooper did issue a citation to the driver for having a. leaking shipment. The shipment, along with a
,
small amount (about one-half gallon) of affected gravel, was returned to L
Quad. Ci ties.
The asbestos had been packaged in double opaque plastic bags inside a.
sea van on a flat' bed truck. The leakage was. identified as oil that had gotten inside the plastic bags while they were stored awaiting' shipment and apparently seeped back out during-shipment.
Licensee representatives were aware that an EHC oil leak had gotten on the outside of some of the bags but. stated that they had been wiped off and that the workers had observed no. evidence of any oil insit e.
Only.one bag appeared to'.have leaked but three others-were also fou1d to contain a small amount (described as a few ml) of oil when'o)ened. The shipment was repackaged and shipped-again. 'The licensee instituted a policy of bagging. ail asbestos shipments in clear plastic.

Liquid Radioactive Wastes (IP 84750)
The : inspectors reviewed the liquid radwaste efflet program including procedures for calibration, monitor alarm setp? ncs, and discharge batch-analysis.
The program remains as described in Inspection Reports No. 50'254/89015(DRSS);
50-265/89015(DRSS). Minor problems were noted in-some. procedures.
The-licensee acknowledged the inspectors' comments and stated that these would be taken care of in a procedure rewrite currently in progress.
- Calibrations of the monitors were examined and found to be appropriate-and timely. Selected batch release records were examined. No problems-were noted.

Gaseous Radioactive Waste (IP 8475_0)

The~ inspectors reviewed the licensee's gaseous redwaste management
i'
program including equipment,Lselected procedures, effluent release data and the method of compiling data for entry into a data base. The system is essentially as described in Inspection Reports No. 50-254/87026; 50-265/87026.
The inspectors reviewed calibration records and found them to be appropriate and timely. A few minor discrepancies were noted in the numbering of-the data sheets and the associated _ procedure. These will be corrected in 'a procedure rewrite currently in prugress.
The inspectors reviewed the semi-annual effluent reports for 1989. No'
regulatory problems were noted.
Fission Gases and 1-131 released in 1989 continue the downward trend associated tith the introduction of " barrier" fuel in the mid-1980's.
No violations of deviations were noted.
8.
Audits and Surveillances (IP 847501 The inspectors reviewed surveillances and onsite and offsite audits of the radwaste management program performed to date since-the last radwaste inspection.
The audits addressed various aspects of implementation of
'
Quality Assurance in.the area of radioactive waste processing.
The surveillances dealt' wit', loading of DAW barrels, non-waste radit ctive materials shipments, a class "C" shipment and fuel pool consolidation.
No significant findings were-noted. The audits and surveillances were performance oriented.
No violations or deviations were identified.

Exit Interview The scope and findings of the inspection were~ discussed with licensee representatives (Section 1) at the conclusion of the inspection on
- June 14, 1990. The inspectors discussed the progress on the Fastscan ~

- Quality Assurance program in detail. The inspectors discussed the likely

informational content of the inspection report with regard to documents
- or processes reviewed by the inspectors during the inspection.. Licensee
