No. 50-265/88017(DRSS)

Areas Inspected: Special, announced followup inspection of the following areas of the emetgency preparedness program: licensee actions on previously-identifed items; review of licensee initiatives to improve the program following the November 1987 routine inspection; and operational status (IP 82701). The inspection involved one NRC inspector. Section 4 of this report provides an updated summary of the TMI Safety Isrues Management System (SIMS) items related to Emergency 9reparednes Results: No violations of NRC requirements were identified as a result of this followup inspection. Licensee Actions on Previously-Identified Items (Closed) Item No. 265/87031-01: A Severity Level IV violation was issued for the untimely initial notification of the NRC following a SCRAM and ECCS discharge on October 19, 1987. As indicated in Reports No. 254/88006(DRSS) and No. 265/88006(DRSS) the licensee had already completed short-term corrective actions and longer term corrective action was scheduled for completion in April 1988. Upgraded training on NRC notification requirements and the Station's Emergency Action Levels

(EALs) was comoleted during the semi-annual Senior Reactor Operator requalification training. A procedural upgrade suggested by trainees has been incorporated into the upgraded Emergency Preparedness Implementing Procedures (EPIPs). This item is close (Closed) Item Nos. 254/87031-05 and 265/88031-06: The licensee must re-establish and implement an adequate administrative system for selecting, documenting, and tracking corrective actions on items identified during internal drill critiques and other internal program evaluations. As indicated in Reports No. 254/88006(DRSS) and No. 265/88006(DRSS) the Regulatory Assurance Departmer:t's Nuclear Tracking System (NTS) had been selected as the means to track self-identified items through comple' ion of corrective action. The GSEP Coordinators have reviewed 1987 internal drill critiques and audit findings and have added appropr1 te items to the NTS. A review of documentation indicated that the C S is being utilized and is tracking self-identified improvement items in 'Jition to NRC concerns. EAs have been designated and are being trained on emergency communications responsibilities. The licensee expects to have all EAs trained and onshift by August 198 The training program is in process and appears. adequate. This item will romain open until the training of EAs is complet (0 pen) Item No. 254/88006-01: The licensee should revise appropriate administrative procedures to ensure that the GSEP Coordinator is always included in the review chain for proposed EPIP changes. A station-Procedures Change Request, to become effective August 15, 1988, had been submitted to the Procedure Coordinator which would include the GSEP Coordinator in the approval chain for EPIP changes. This item remains open pending the official addition of the GSEP Coordinator to the procedure change review for EPIPs.

3. Operational Status of the Emergency Preparedness Program (82701)

This section primarily addresses actions taken on many of the items identified in the licensee's Emergency Preparedness Improvement Progra Progress was evaluated on items for which Station personnel had been assigned lead responsibility. Corrective actions on the reviewed items were, for the most part, on or ahead of schedule. The quality of corrective actions remains acceptable, Emergency Plan and Implementing Procedures Progress continues on the total upgrade of the. Station's Emergency Plan I.plementing Procedures (EPIPs). Checklists developed to replace the lengthy procedural text had been implemented during two tabletop drills conducted since March,1988. Some piocedural refinements had been integrated into the procedures and checklists, and they are now ready for final approval and issue. Station Emergency Response Organization personnel were being trained on the upgraded procedures and checklists at the time of this inspectio The licensee's original target date for issuing entirely new manuals, with training on the upgraded EPIPs completed was June 1988. These dates have slipped several weeks, and the manuals are now scheduled to be issued in the beginning of Augus Training of the majority of the Emergency Response Organization is projected to be completed in time for the annual exercise in August, 1988. following a successful review conducted with the Station GSEP Coordinato The GSEP coordinator had attended the Emergency Planning course conducted at the Harvard School of Public Health and had completed approximately fif ty percent of the reading required by the Qualifications card. This partial completion of the training program has made a definite improvement in the knowledge and level of expertise of the GSEP Coordinator Based on the above findings, this portion of the licensee's program was acceptable, c. Training The Production Training Center instructor's detail to Quad Cities Station has ended. All training modules have been upgraded and tests have been developed to adequately test the trainee's knowledge and skills. TMI-Related (SIMS) Items On October 31, 1930, the NRC issued NUREG-0737, which incorporated into one document all TMI-related items approved for-implementation by the Commission at that time. On December 17, 1982, the NRC issued Supplement 1 to NUREG-0737 to provide additional clarification regarding Regulatory Guide 1.97 (Revision 2) - Application to Emergency Response Facilities, Upgrade of Emergency Response Facilities, and Meteorological Data, as well as other areas. The status of-the completion of these TMI-related items are internally tracked by the NRC on the Safety Issues Management System (SIMS).
