Grand Gulf Nuclear Station Unit 1 Decket No. 50-416 License No. NPF-29 Updated FSAR Change Notice Review; Status of Safety Evaluations AECM-86/0332 In response to NRC Violation 50-416/86-02-01, Mississippi Pcwer & Light Company (MP&L) committed (AECM-86/0089, April 10, 1986) to perform safety evaluations as necessary on changes incorporated into the initial update of the FSAR (Revision 0, December 1985). The Updated FSAR Change Notice Review Program (UCNR) was established to review the initial update of the FSAR and identify and perform necessary 10CFR50.59 safety evaluations. A status report on the effort was provided in MP&L letter AECM-86/0182, dated June 20, 1986.

This letter provides updated status on our progress and documents previous conversations with your staff regarding schedules.

As a result of the UCNR program, some 233 safety evaluations were required to be performed. These evaluations have been prepared, submitted to management or the Plant Safety Review Committee, and have determined that the subject FSAR change results in no unreviewed safety question or requires change to the technical specifications. It should be noted that in the process of reviewing a UCNR item, the need to change the technical specification was identified. The proposed change was submitted to the NRC for review in AECM-86/0351 (related to the reactor pressure vessel's pressure-temperature operating map).

To date over 90% of these safety evaluations have completed their review process, i.e. , have received originating department management and PSRC review and approval. Approximately fifty (50) of these completed evaluations have been summarized and reported in MP&L's latest submittal of 10CFR50.59 evaluations (AECM-86/0362, November 26,1986).

  • AECM-86/0382 Page 2 As discussed on November 25, 1986 with Mr. H. Dance of your staff, the UCNR safety evaluation effort in combination with planning, support, and execution of the plant's first refueling outage have presented a significant challenge to our resources. Nevertheless, the required safety evaluations have been prepared, and the majority of evaluations have received final review and approval.

In our response to the subject violation, we expected to have the safety evaluations completed by June 1, 1986 and reported to the NRC by December 1, 1986 (

AECM-86/0089). Final review, comment resolution, and approval have required significantly more time than anticipated. The demands placed on our staffs by the outage represents the largest contributor to these delays.

Based on the November 25 discussions with Mr. Dance, MP&L has revised our schedule for the remaining safety evaluation related activities. The remaining UCNR safety evaluations will complete PSRC review and approval by December 31, 1986. The UCNR safety evaluations not reported to date will be summarized and incorporated into a special 10CFR50.59 report on or before March 2,1987.
