Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Post Accident Sampling Analyses, On-Line vs Grab Sampling Techniques AECM-86/0254 The purpose of this letter is to request the withdrawal of a commitment to compare the performance of on-line instrumentation vs. grab sample results determined by analytical procedures. In letter dated July 30, 1982 (AECM-82/339), Mississippi Power & Light (MP&L) committed to conduct the subject sampling comparison by June 1, 1983. In a follow-up letter dated August 25,1983(AECM-83/0465), MP&L committed to complete the subject comparison by the end of the first refueling outage.

As discussed with members of your staff on August 13, 1986, the commitment

, to compare the sample results was voluntary by MP&L and not an NRC requirement.

In addition, MP&L discussed intentions in the near future to propose the deletion of certain on-line instrumentation from the licensing basis for Grand Gulf Nuclear Station.

The parameter of primary interest for on-line sampling is gamma isotopic (liquid and gas). Gamma isotopic on-line sampling instrumentation has proven to be difficult to maintain in calibration. Because of this concern, a comparison of on-line and grab sample analysis results for this parameter l would not be meaningful. Furthermore, since the on-line system's installation, the system has experienced a history of difficulties in l

obtaining samples and analyzing for chlorides and hydrogen. Because of these I difficulties, these on-line analyzers are considered inoperable. MP&L l currently relies on grab sampling techniques to meet the requirements of I NUREG-0737, Action Item II.B.3 for Gamma isotopic, chloride, and hydrogen.

l Therefore, a comparison of on-line analyzers vs grab sampling techniques would l not be meaningful.

Page 2 Since the commitment was not an NRC requirement and due to the difficulty in obtaining on-line sampling data, MP&L requests your concurrence regarding the withdrawal of the commitment to compare the performance of on-line instrumentation vs. grab sample results determined by analytical procedures.
